The Borough Manager shall have the power to issue parking permits to any business operating within the limits of the Borough of Catasauqua.
The Borough Manager shall issue the parking permit only if he determines that all of the following problems exist:
A. 
The business is a valid use in that zoning district. (This shall include preexisting nonconforming uses.)
B. 
The business has made a good faith effort to obtain off-street parking.
C. 
Permit parking is necessary to allow the business to function effectively at that location.

A parking permit shall be issued on a form designed by the Borough Manager and shall contain the following information:
A. 
The name of the business (or sole proprietor).
B. 
The term of the permit.
C. 
That the permit can only be used by the permit holder or its clients while parking to patronize permit holder's business.
D. 
That the permit is good for two hours maximum parking time per patron per day.
E. 
The location (street area) where the permit is valid.

Anyone having or displaying a business parking permit will be able to park in the designated one hour parking zone area of the Borough of Catasauqua for a period of time up to two hours. The business parking permit will not entitle any user to exceed the time limits in any other restricted parking zone such as "no parking," "fifteen minute" or "loading zone;" or to park in any "one hour zone location" except the one designated on the permit.
While parking in a time restricted zone the permit must be displayed face up on the top of the dashboard on the left side of the vehicle so as to be visible to any official of the Borough by looking in the front window of the vehicle.
If the permit holder exceeds a period of two hours they shall be deemed to have violated the appropriate parking offense for the zone in which they are parked.
The following acts are hereby declared illegal:
A. 
Permit holders giving the permit to anyone other than a patron of its business.
B. 
For a patron of said business to use the permit to park while attending any other business than that of the permit holder.

Anyone violating any section of this article except § 260-57 shall be guilty of a summary offense punishable by a fine of up to $300 and/or 90 days in jail. Any person found guilty of violating an ordinance shall be assessed court costs and reasonable attorneys’ fees incurred by the Borough in the enforcement proceedings.
