Any owner of property abutting water mains in
Prospect Street from Poplar Street to New York Street, and in High
Street where it intersects with and in an easterly and westerly direction
from said Prospect Street, shall be authorized upon application for
a proper permit to connect with said water mains upon paying the proportionate
share of the cost of laying the same as determined by the Borough
Engineer and the Water Department is hereby directed not to permit
any connection to be made with said water mains for which the proportionate
cost and expense shall not have been paid.
The Borough Engineer is designated as the person
to estimate and assess the proportionate cost of the laying of said
water mains according to the front-foot rule.
