The municipality of the Borough of Chambersburg agrees to become a member of the Franklin County Council of Governments (FCCOG); and the bylaws of the Franklin County Council of Governments (FCCOG), attached hereto and made a part hereof, which specifies the organizational structure and other operational means of the Council of Governments, are hereby approved.[1]

As required by the Pennsylvania Intergovernmental Cooperation Law,[1] as amended, the following matters are specifically found and determined:
A. 
The conditions of the membership in the FCCOG are set forth in the attached bylaws. Although the Borough may participate in any project through a simple majority vote of Town Council, it will be necessary, if any governmental responsibilities are transferred to FCCOG, that a separate ordinance be adopted.
B. 
This political subdivision shall participate in the Franklin County Council of Governments (FCCOG) until such time as the Borough withdraws.
C. 
The purpose and objectives of the membership in the FCCOG are as set forth in the preamble of this ordinance[2] and in the bylaws.

D. 
The manner and extent of financing the membership are that: no borrowing will be required by the Borough of Chambersburg; funds to implement the Borough's obligations under the agreement shall come from normal and usual budgeted amounts for such matters as are approved by separate resolution of the Borough; and other provisions governing the manner and extent of the financing of the FCCOG shall be as set forth in the bylaws.
E. 
The FCCOG shall be managed by its officers pursuant to the terms of the bylaws.
F. 
All property, real or personal, of the FCCOG shall be acquired, managed, licensed or disposed of by the FCCOG in accordance with the terms of the bylaws.
G. 
The FCCOG shall be empowered to enter into contracts for policies of group insurance and employee benefits pursuant to the terms of the bylaws if authorized by a separate resolution of the Borough.
