A. 
Ordinances hereinbefore or hereinafter passed or adopted regulate or prohibit parking and the stopping or loading of vehicles upon designated Township roads, or certain sides of said roads or certain portions of said roads, within the Township of College. Such ordinance or ordinances shall be passed and adopted in conformity with the procedures used for passage or adoption of other Township ordinances and shall set forth the termini, side or proportion of the Township road upon which parking, stopping or loading is to be regulated or prohibited and the specific regulation or prohibition applicable thereto.
B. 
Commercial or industrial parking areas. No person shall:
(1) 
Park a motor vehicle any place in the said area except in the actual spaces so provided for parking by the commercial or industrial use by the owners and approved by College Township (officials).
(2) 
Park a motor vehicle in any of the running or driving lanes of the said commercial of industrial parking (area) lots.
C. 
Erection and designation of parking regulation or prohibition signs. Following the passage or adoption of any resolution as herein provided for, the Council shall cause to be erected and maintained official signs, giving notice of the specific regulation or prohibition, at the termini of the Township road, side or portion thereof affected by such regulation or prohibition and shall also cause such official signs to be erected and maintained, in a conspicuous manner, at any point where any Township road or portion thereof affected by such regulation or prohibition joins or intersects with any other highway. Such signs shall conform with any regulation of the Secretary of Highways of the Commonwealth of Pennsylvania for the design of signs for the purpose of regulating or prohibiting the parking, stopping or loading of motor vehicles and shall correlate with and, so far as practicable, conform with the Manual on Uniform Traffic Control Devices.
D. 
Violations. Any person who shall violate any provision of this section shall, upon conviction thereof, be punished as provided in § 190-26.
E. 
Removal and impoundment of certain vehicles. Any vehicle found parked overtime in violation can and shall be removed and impounded under Article V of this chapter.

A. 
General rule. Except when necessary to avoid conflict with other traffic or to protect the safety of any person or vehicle or in compliance with law or the directions of a police officer or official traffic control device, no person shall:
(1) 
Stop, stand or park a vehicle:
(a) 
On the roadway side of any vehicle stopped or parked at the edge or curb of a street, except that:

A pedalcycle may be parked as provided in Section 3509(b)(2) of the Vehicle Code (relating to parking).[1]

Standing or parking for the purpose of loading or unloading persons or property may be authorized by local ordinance, but the ordinance shall not authorize standing or parking on state designated highways except during off-peak traffic flow hours as determined by department regulations.
(b) 
On a sidewalk except that a pedalcycle may be parked as provided in Section 3509(b)(2) of the Vehicle Code.
(c) 
Within an intersection.
(d) 
On a crosswalk.
(e) 
Between a safety zone and the adjacent curb within 30 feet of points on the curb immediately opposite the ends of a safety zone, unless a different length is indicated by official traffic control devices.
(f) 
Alongside or opposite any street excavation or obstruction when stopping, standing or parking would obstruct traffic.
(g) 
Upon any bridge or other elevated structure upon a highway or within a highway tunnel.
(h) 
On any railroad tracks.
(i) 
In the area between roadways of a divided highway, including crossovers.
(j) 
At any place where official signs prohibit stopping.
(2) 
Stand or park a vehicle:
(a) 
In front of a public or private driveway.
(b) 
Within 15 feet of a fire hydrant.
(c) 
Within 20 feet of a crosswalk at an intersection.
(d) 
Within 30 feet upon the approach to any flashing signal, stop sign, yield sign or traffic control signal located at the site of a roadway.
(e) 
Within 20 feet of the driveway entrance to any fire station or, when properly sign posted, on the side of a street opposite the entrance to any fire station within 75 feet of the entrance.
(f) 
Where the vehicle would prevent the free movement of a street car.
(g) 
On a limited access highway unless authorized by official traffic control devices.
(h) 
At any place where official signs prohibit standing.
(3) 
Park a vehicle:
(a) 
Within 50 feet of the nearest rail of a railroad crossing.
(b) 
At any place where official signs prohibit parking.
B. 
Handicapped persons and disabled veterans.
(1) 
When a motor vehicle bearing registration plates or displaying a placard issued to handicapped persons or disabled veterans as prescribed in Title 75 of the Vehicle Code is being operated by or for the transportation of the handicapped person or disabled veteran, the driver shall be relieved of any liability for parking for a period of 60 minutes in excess of the legal parking period permitted by local authorities except where local ordinances or police regulations provide for the accommodation of heavy traffic during morning, afternoon or evening hours.
(2) 
At the request of any handicapped person or disabled veteran, local authorities may erect on the highway as close as possible to their place of residence a sign or signs indicating that place is reserved for a handicapped person or disabled veteran, that no parking is allowed there by others, and that any unauthorized person parking there shall be subject to a fine.
(3) 
Except for persons parking vehicles lawfully bearing registration plates or parking placards issued to handicapped persons or disabled veterans, no person shall park a vehicle on public or private property reserved for a handicapped person or disabled veteran which property has been so posted in accordance with departmental regulations.
(4) 
Handicapped parking locations on College Township property are indicated below:
(a) 
Township Municipal Building: two.
(b) 
Lemont Post Office: one.

No person shall park a vehicle upon any of the streets or parts thereof described below except at the angle designated and only within the painted stall lines. On all streets or portions thereof where angle parking is now or shall hereafter be authorized, all vehicles parked thereon shall be parked with the front thereof nearest the curb.

It shall be unlawful for any person to park a vehicle upon or within five feet of any public street, road, alley or highway for the principal purpose of:
A. 
Displaying such vehicle for sale.
B. 
Washing, greasing or repairing such vehicle, except for repairs necessitated by an emergency.
A. 
It shall be the duty of the police officers or employees of the Township acting in accordance with instructions issued by the Township Manager and finding any vehicle parked in violation of any provision of the law or of this chapter to report:
(1) 
The state, provincial or other license number of such vehicle.
(2) 
The location and nature of the parking violation.
(3) 
The time at which such vehicle was noted to be parked in violation of the law or of any provision of this chapter.
(4) 
Any other facts, a knowledge of which is necessary to a thorough understanding of the circumstances attending such violation.
B. 
Every police officer or Township employee, as the case may be, shall also attach to such vehicle, where possible, a notice to the owner thereof, that such vehicle was parked in violation of a provision of the law or of this chapter, and instructing such owner to report to the Manager's office of the Township in regard to such violation.
C. 
Every such owner may, within 48 hours of the time when such notice was attached to such vehicle, pay to such Manager's office as a penalty and in full satisfaction of such violation, the sum of $10. The failure of any such owner to make payment to the Manager's office within such forty-eight-hour period shall render such owner subject to the penalties hereinafter provided for violation of the provisions of this chapter, or in case of a violation of the law, to the penalties prescribed by the Vehicle Code. However, if such owner shall, in fact, make payment after such forty-eight-hour period but before the filing of a complaint with the District Justice on account of such violation the sum of $15, such payment shall be in full satisfaction of such violation.
