The Borough Council, being the municipal authority of Coudersport Borough, hereby signifies its intention and desire to organize an authority under provisions of the Municipality Authorities Act of 1945, as amended.

The President of the Borough Council, Mayor and Borough Secretary are hereby authorized and directed to execute on behalf of Coudersport Borough Articles of Incorporation for said Authority providing, among other things:
A. 
That the name of the Authority shall be Coudersport Borough Authority.
B. 
That the Authority is formed under the Act of May 2, 1945, P.L. 382, as amended, known as the Municipality Authorities Act of 1945.
C. 
That no other authority has been organized under said Act or under the Act of June 28, 1935, P.L. 463, and is in existence in and for the incorporating municipality.
D. 
That the name of the incorporating municipality is Coudersport Borough, Potter County, Pennsylvania; the name of its municipal authorities being the Mayor, the Borough Council acting by and through its President and Secretary and Borough Treasurer, all of Coudersport, Pennsylvania.
E. 
That there shall be five members of the Board of the Authority.
The following persons, citizens, and residents of the Borough of Coudersport are hereby appointed as members of the Board of said Authority for the terms of office indicated opposite their respective names as follows: (Here followed the names, addresses and terms of office of the first Authority Board members).
The proper officers of the Borough are hereby directed as required by the Municipality Authorities Act of 1945, as amended, to publish notice of this article and of the day upon which said Articles of Incorporation will be filed with the Secretary of the Commonwealth of Pennsylvania; to file said Articles of Incorporation, together with the ordinance authorizing the incorporation of the Authority and the necessary proofs of publication, with the Secretary of the Commonwealth; and to do all other things necessary or appropriate to effect the incorporation of Coudersport Borough Authority.

The Council signifies its intention and desire to organize and Authority jointly with the Township of Eulalia and the Township of Sweden, all of Potter County, Pennsylvania, under provisions of the Act of the General Assembly approved May 2, 1945, P.L. 382, as amended and supplemented.
The President or Vice President of the Council, the Mayor and the Secretary or Assistant Secretary, respectively, of this Borough are authorized and directed to execute, in behalf of this Borough, Articles of Incorporation for such Authority in substantially the form attached hereto as Exhibit A[1] and made a part hereof.

The President or Vice President of the Council, the Mayor and the Secretary or Assistant Secretary, respectively, of this Borough are authorized and directed to cause notice of the substance of this article, including the substance of the foregoing Articles of Incorporation and of the proposed filing of such Articles of Incorporation, to be published as required by the Authorities Act.
The President or Vice President of the Council, the Mayor and the Secretary or Assistant Secretary, respectively, of this Borough, jointly with proper officers of the Township of Eulalia, Potter County, Pennsylvania, and the Township of Sweden, Potter County, Pennsylvania, are authorized and directed to file such Articles of Incorporation and the necessary proofs of publication with the Secretary of the Commonwealth of Pennsylvania, and to do all other things necessary to effect the incorporation of such Authority, including payment of required filing fees.
This Borough at all times shall have three appointees on the Board of the Authority for the terms specified.
