A.
The members of the Recreation Board shall be appointed
by Borough Council for terms of three years or until their successors are
appointed. The members of the Recreation Board first appointed shall be appointed
for such terms that the term of three members shall expire annually thereafter.
B.
All persons appointed to the Recreation Board shall serve their
full terms unless the members shall voluntarily resign or shall be removed
by Borough Council for dereliction or neglect of duty. Vacancies occurring
on the Recreation Board occurring otherwise than by the expiration of a term
of a member shall be filled for the unexpired term only.
The members of the Recreation Board shall serve without pay.
The members of the Recreation Board shall elect their own Chairperson
and Secretary and shall select all other necessary officers to serve for a
period of one year. The Recreation Board shall have the power to adopt rules
and regulations for the conduct of all business within its jurisdiction.
The Recreation Board, at such times as directed by Borough Council,
shall annually submit for approval to Borough Council a proposed budget for
the ensuing year, setting forth all proposed expenditures, salaries, and programs.
It shall be the duty of the Recreation Board to submit with the proposed budget
an annual report to Borough Council, including an analysis of the community
recreation areas, facilities, and leadership, with particular reference to
the extent and adequacy of the program and its effectiveness in view of the
public expenditure involved and public needs to be met. The Recreation Board
shall not in any manner obligate the Borough for the payment of any Borough
funds until the same is appropriated by Borough Council.
A.
The Recreation Board shall have the following authority,
powers, and duties:
(1)
The Recreation Board shall serve as an advisory body
to Borough Council. The Recreation Board shall perform such studies as shall
be requested by Borough Council, and may provide recommendations upon its
own motion relating to issues concerning the provision of park and recreation
services within the Borough. The Recreation Board may advise the Borough on
capital improvements for park and recreation purposes and for funding for
such improvements.
(2)
All Recreation Board expenditures shall
be made through the Borough Treasurer, and all Recreation Board assets shall
be deposited in an account or account established by the Borough. The Borough
Treasurer shall keep the financial records of the Recreation Board, and the
Recreation Fund's finances and records shall be audited in accordance
with the procedures for auditing of other Borough accounts and records.
B.
Borough Council reserves the right to amend this chapter
to revise the powers and duties of the Recreation Board.
