The office of Township Manager is hereby created by the Supervisors of the Township of Doylestown, Bucks County, Pennsylvania. As the Supervisors may, by ordinance, create the office of Township Manager, the Supervisors may, in like manner, abolish the same.[1]

While said office of Township Manager exists, the Supervisors shall, from time to time, and, whenever there is a vacancy, by majority vote, elect one person to fill said office who shall serve until a successor is elected and qualified. Any such Township Manager shall be subject to removal by the Supervisors of Doylestown Township by majority vote.
The Township Manager shall be chosen for his or her educational qualifications, executive and administrative abilities and experience.
Before entering upon the duties of the office, the Township Manager shall give a bond to the Township of Doylestown with a bonding company as surety, to be approved by the Supervisors of Doylestown Township, in a sum to be fixed by the Supervisors, from time to time, by resolution, conditioned for the faithful performance of said duties. The premium for said bond shall be paid by the Township of Doylestown.
The salary of the Township Manager shall be fixed, from time to time, by resolution of the Supervisors of Doylestown Township and shall be paid out of the general fund of the Township.
A. 
The Township Manager shall be the chief administrative officer of Doylestown Township and shall be responsible to the Supervisors of Doylestown Township for the proper and efficient administration of the affairs of the office of Township Manager. The powers and duties of the Township Manager shall not include any legislative powers and duties conferred by law unto the Supervisors of Doylestown Township.
B. 
Subject to recall by ordinance of the Supervisors of Doylestown Township, the powers and duties of the Township Manager shall include the following:
(1) 
To supervise and be responsible for the activities of all municipal departments except such departments whose supervision has been expressly reserved by the Supervisors of Doylestown Township.
(2) 
To prepare and submit to the Supervisors of Doylestown Township before the close of the fiscal year or on such alternate date as the Supervisors shall determine a budget for the next fiscal year and an explanatory budget message. In preparing the budget, the Township Manager shall obtain from the head of each department, agency, board or office estimates of revenues and expenditures and other supporting data as requested. The Township Manager shall review such estimates and may revise them before submitting the budget to the Supervisors of Doylestown Township.
(3) 
To be responsible for the administration of the budget after its adoption by the Supervisors of Doylestown Township.
(4) 
To hold such other municipal offices and head such of the municipal departments as the Supervisors of Doylestown Township, from time to time, direct.
(5) 
To attend all meetings of the Supervisors of Doylestown Township and to attend such meetings of other boards of Doylestown Township as the Supervisors may direct.
(6) 
To prepare the agenda for each meeting of the Supervisors of Doylestown Township and supply facts pertinent thereto.
(7) 
To keep the Supervisors of Doylestown Township informed as to the conduct of the Township affairs, submit periodic reports as the Supervisors request and to make such recommendations to the Supervisors as deemed necessary.
(8) 
Subject to the prior approval of the Supervisors of Doylestown Township, to hire, promote, demote, suspend or discharge any employees of Doylestown Township under his or her supervision.
(9) 
To submit to the Supervisors of Doylestown Township, as soon as possible after the close of the fiscal year, a complete report on the financial activities of the Township for the preceding year.
(10) 
To abide by and with the laws of the Commonwealth of Pennsylvania and ordinances and resolutions of the Township of Doylestown.
(11) 
To see that the provisions of all franchises, leases, permits and privileges granted by the Township of Doylestown are observed.
(12) 
To supervise the performance and faithful execution of contracts of and with the Township of Doylestown, except insofar as such duties are expressly imposed upon some other Township officer by statute.
(13) 
To employ, after prior approval by the Supervisors of Doylestown Township, experts and consultants to perform work and to advise in connection with any of the functions of the Township.
(14) 
To see that all moneys payable to the Township of Doylestown are promptly paid and that proper proceedings are taken for the security and collection of all Township claims.
(15) 
To act as purchasing officer of the Township of Doylestown and to purchase, in accordance with the provisions of law relating to townships of the second class and township purchasing procedure, all supplies and equipment for the various agencies, boards, departments and other offices of the Township of Doylestown, subject at all times, however, to the submission of bids to the Supervisors of Doylestown Township for acceptance, where required by law. An account shall be kept of all purchases and the Township Manager shall, from time to time or when directed by the Supervisors of Doylestown Township, make a full written report thereof, further, subject to the approval of the Supervisors, to issue rules and regulations governing the requisition and purchase of all municipal supplies and equipment.
C. 
All complaints regarding services or personnel of the Township of Doylestown under the direction of the Township Manager will be referred to the office of the Township Manager. The Township Manager shall investigate and, after review thereof with the Supervisors, shall dispose of such complaints in accordance with the decision of the Supervisors.
