The Board of Supervisors of Doylestown Township herein establishes a Real Estate Registry for the Township of Doylestown, which said registry shall include the list of tax parcels and property owners set forth in the 1992 real estate duplicate provided by the County of Bucks.
After the effective date of this chapter, each and every purchaser, devisee, grantee or person acquiring title to real property in the Township of Doylestown in any manner whatsoever shall furnish to the Township Manager at the Township Building a description of the property and, at the same time and prior to recording said instrument with the Recorder of Deeds of Bucks County, present the deed or deeds and/or any other instruments of conveyance to the Township Manager to be stamped as evidence of the registry of said transfer with the Township. For the purpose of this chapter, a "person" shall mean any natural person, corporation or any other entity capable of holding title to real property.
It shall be a violation of this chapter for any person to present for recording any deed and/or instrument of conveyance to the Recorder of Deeds of Bucks County without having first presented the same to the Township Manager to be stamped as evidence of registry thereof with the Township.
A fee shall be charged for the registration of each deed and/or instrument of conveyance in accordance with a fee schedule established by resolution from time to time by the Board of Supervisors of Doylestown Township.[1]

Any person, partnership, firm, corporation or any other entity capable of holding title to real property pursuant to the laws of the Commonwealth of Pennsylvania who or which shall neglect or refuse to comply with any of the provisions of this chapter, upon a finding before a District Justice of the Peace that said person, partnership, firm or corporation shall have failed or refused to comply with the provisions of this chapter, shall be subject to a penalty in the amount of $1,000, plus any costs.
The Township Manager is herein authorized to establish such rules and regulations and forms as are necessary to implement this chapter. The Township Manager is further directed to deliver a certified copy of this chapter to the Bucks County Recorder of Deeds and to the Bucks County Board of Realtors advising the same of the adoption of this chapter by the Board of Supervisors.
