East Cocalico Township hereby establishes a
Recreation Board in accordance with 53 P.S. § 67204(a).
The Recreation Board shall consist of seven residents of East Cocalico
Township.
The members of the Recreation Board shall be
appointed by the Board of Supervisors of East Cocalico Township and
shall serve a term of five years or until their successors are appointed.
However, members first appointed shall be appointed so that the term
of not more than two members expire annually. Two of the members shall
be appointed for a five-year term. Two members shall be appointed
for a four-year term. One member shall be appointed for a three-year
term.
A.
The members of the Recreation Board shall elect a
Chairman and Secretary and select all other officers to serve for
a period of one year.
B.
The Recreation Board shall be governed by Robert's
Rules of Order.
C.
The Recreation Board shall submit an annual report
to the Board of Supervisors including an analysis of the adequacies
and effectiveness of community recreation areas, facilities, and leadership.
A.
The Recreation Board may not authorize the expenditure
of any funds of the Township. However, the Recreation Board may recommend
development of potential recreational facilities and monitor ongoing
recreation in the Township for the purposes of enhancing the quality
of such recreation for all residents.
B.
The Recreation Board may make recommendations for
enhancing the use of existing property owned by the Township, including
the Township swimming pool, to the Board of Supervisors of East Cocalico
Township.
C.
The Recreation Board shall serve as a liaison to other
boards, authorities, and commissions with mutual interests serving
the school district or the county as directed and approved by the
Board of Supervisors of East Cocalico Township. The Recreation Board
shall have such other rights and duties as directed by the Board of
Supervisors of East Cocalico Township.
Members of the Recreation Board shall serve
without pay but may be reimbursed by the Township for all expenses
incurred in performing their duties, such as postage, copying, and
telephone calls, etc.
