Sidewalks, curbs, gutters and drains are hereby severally ordained, laid out and established on every public street of the Borough now in existence or hereafter in any manner constituted, and, further, such sidewalks, curbs, gutters or drains shall be constructed in or along said streets at such times as Council may hereafter order or direct by resolution of a majority of its members.

The Borough Engineer shall establish a grade or grades for all footways or sidewalks hereafter laid out, constructed or repaired within the Borough, which grade or grades may be separate and apart from the grade or grades established for the cartway or roadway, and which grade or grades shall be so established as soon as may be after Council's written request to said Engineer and shall thereafter constitute the official grade or grades of such footways or sidewalks.

The material, dimensions and construction of all sidewalks, footpaths, curbs, gutters and drains shall be as provided by existing Borough ordinances.[1]
A.
Cement-concrete sidewalks; specifications. The ingredients for cement-concrete for sidewalks shall be of the same proportion as provided for curbs. The concrete may be job mixed or supplied from a central mixing plant. Each block of sidewalk shall be jointed not less than every four feet, with every fourth joint opened to the subgrade and filled with an approved bituminous material upon withdrawal of forms and templates. At street corners, the sidewalk tangent shall be extended each way across grass plots to the curb. All sidewalks shall have a slope of one-quarter-inch per foot toward the curb. All sidewalks shall be of monolithic construction and finishing to be by screening, floating and brushing.
B.
Driveways at sidewalks. All private driveways constructed across the sidewalk area shall have the finished grade meet the finished grade of the sidewalk, with the ramp or approach beginning two inches above the gutter line of the roadway pavement and terminating at the edge of the sidewalk, with the ramp or approach beginning two inches above the gutter line of the roadway pavement and terminating at the edge of the sidewalk closest to the curb. Curb returns are not required for this type of driveway approach. The depth of concrete shall, however, be six inches.
All grading, paving and repairing of sidewalks and all constructing and repairing of curbs or gutters at the edge of sidewalks shall be done by the owners of the respective lots fronting thereon, pursuant to the terms of this article and of existing Borough ordinances, when so required by a resolution of Borough Council.
All owners of lots fronting upon sidewalks to be graded, paved or repaired, or upon curbs or gutters to be constructed or repaired, under the provisions hereof, shall, upon passage of the resolution requiring such work, be notified in writing by the Secretary of Borough Council to do or cause to be done such grading, paving, repairing or constructing, as the case may be, in front of their respective lots, within 30 days after the date of said notice, and said notice shall contain a statement that upon neglect of the owner to comply with said notice, the Borough may cause such work to be done and collect the costs thereof and 10% additional, together with all charges and expenses, from such owner and may file a municipal claim therefor or collect the same by action in assumpsit.
All such notices shall be served by the Secretary of Borough Council, or by such person or persons as he may appoint, upon the owner of the premises to which the notice refers, if such owner is a resident of the Borough; if such owner is not a resident, then upon the agent or tenant of the owner or upon the occupant of such premises. If the owner has no agent or tenant or if there is no occupier of such premises, then service shall be by written or printed notice posted upon such premises.
Upon neglect of any owner of lots to comply with the provisions hereof, the Borough Council may, after the notice herein provided, cause such grading, paving, repairing, curbing or guttering to be done at the cost of such owner and may collect the costs thereof and 10% additional, together with all charges and expenses now or hereafter authorized by law, from such owner and may file a municipal claim therefor or collect the same by action in assumpsit or by such other procedure as may be authorized by law.
Any owner of lots may, after notice as aforesaid, agree in writing that the work therein required shall be done by Borough Council, and in such cases the provisions hereinbefore set forth as to collection of the costs thereof shall continue in force and not be abrogated or waived by such agreement.
