Any street or highway hereafter laid out or constructed or proposed to be laid out or constructed within the Borough shall, by the owners, builders or occupants of the land, be paved and improved in a manner satisfactory to Borough Council and conforming in all respects to certain specifications heretofore prepared by the Borough Engineer, under date of April 11, 1940, which specifications are hereby adopted as the official Borough specifications for such paving and filed with the Borough Secretary, to remain with the Secretary for the purpose of public inspection.
Such paving and improvement shall hereafter in each instance be fully completed and approved by the Borough Engineer before any dedication of such proposed street or highway shall be made, and, further, such paving shall constitute a necessary prerequisite to acceptance by the Borough of any proposed dedication of such street or highway to the use of the Borough as a public street or highway.
Any violation of the provisions hereof shall be punishable by a fine not to exceed $50 and the costs of prosecution and, in default of payment thereof, by imprisonment not exceeding 10 days, and, further, each day in which said violation shall continue shall constitute a separate and distinct violation of this article, punishable as aforesaid.
