Whenever in this chapter or any proceedings under this chapter, the following terms are used, they shall be decreed and taken to have the meanings herein affixed to them:
STREET
That part of every public street, avenue, boulevard, square, lane, alley, way or park roadway used or laid out for the use of vehicles.
VEHICLE
Every motor-propelled or horse-drawn vehicle other than such that move solely upon or guided by a track.
The parking of any vehicle in the public streets of the Borough of Heidelberg for a continuous period in excess of 24 hours shall be unlawful.
The repairing of any vehicle in the public streets of the Borough of Heidelberg shall be unlawful and is hereby declared to be a public nuisance; except, however, that emergency repairs may be made in the public streets, provided that the making of such emergency repairs does not extend for a continuous period in excess of 24 hours.
The parking of any vehicles in the public streets of the Borough of Heidelberg, regardless of the length of time of said parking, when such vehicles are not duly licensed in accordance with the laws of the Commonwealth of Pennsylvania and when license plates are not lawfully displayed on said vehicles, is unlawful and in violation of this chapter and is hereby declared to be a public nuisance.

Any person violating any of the provisions of this chapter shall be subject to arrest and, upon conviction thereof before the Mayor or any District Justice of the Borough of Heidelberg, shall be liable to a fine of $1,000, together with costs, and in default of payment shall be committed to the Borough lockup for a period not to exceed five days. Each twenty-four-hour day shall constitute a separate offense if a violation under this chapter takes place.[1]
