A.
The planning agency shall prepare and maintain a Comprehensive
Plan for the development of Hempfield Township. The Comprehensive Plan, consisting
of maps, charts and textual matter, shall indicate the recommendations of
the planning agency for the continuing development of Hempfield Township.
The Comprehensive Plan shall include but need not be limited to the following
related basic elements:
(1)
A statement of objectives of Hempfield Township concerning
its future development.
(2)
A plan for land use, which may include the amount, intensity
and character of land use proposed for residence, industry, business, agriculture,
major traffic and transit facilities, public grounds, flood plans and other
areas of special hazards and other similar uses.
(3)
A plan for movement of people and goods, which may include
expressways, highways, local street systems, parking facilities, mass transit
routes, terminals, airfields, port facilities, railroad facilities and other
similar facilities or uses.
(4)
A plan for community facilities and utilities, which
may include public and private education, recreation, municipal buildings,
libraries, water supply, sewage disposal, refuse disposal, storm drainage,
hospitals and other similar uses.
(5)
A map or statement indicating the relationship of Hempfield
Township and its proposed development to adjacent municipalities and areas.
B.
In preparing the Comprehensive Plan, the planning agency
shall make careful surveys and studies of existing conditions and prospects
for future growth in Hempfield Township.

Editor's Note: A Comprehensive Plan was prepared for the township
in 1964 by Beckman, Swenson & Associates and is currently in effect.
The governing body shall have the power to adopt and amend the Comprehensive
Plan as a whole or in parts. Before adopting or amending a Comprehensive Plan
or any part thereof, there shall be at least one public hearing pursuant to
public notice. The adoption of the Comprehensive Plan or any part thereof
or any amendment thereto shall be by resolution carried by the affirmative
votes of not less than a majority of all the members of the governing body.
The resolution shall refer expressly to the maps, charts, textual matter and
other matters intended to form the whole or part of the plan, and the action
shall be recorded on the adopted plan or part.
A.
Following the adoption of the Comprehensive Plan or any
part thereof by the governing body pursuant to public notice, any proposed
action of the governing body relating to:
(1)
The location, opening, vacation, extension, widening,
narrowing or enlargement of any street, public ground, pierhead or watercourse;
(2)
The location, erection, demolition, removal or sale of
any public structure located within the municipality; or
(3)
The adoption, amendment or repeal of an Official Map,
subdivision and land development ordinance, zoning ordinance or planned residential
development ordinance shall be submitted to the planning agency for its recommendations
and specifically found by the governing body to be in accordance with the
spirit and intent of the formally adopted portions of the Comprehensive Plan
before final action shall be taken by the governing body.
B.
The recommendations of the planning agency shall be made
in writing to the governing body within 30 days.
A.
Following the adoption of a Comprehensive Plan or any
part thereof by Westmoreland County pursuant to a public notice, any proposed
action of the governing body of Hempfield Township within Westmoreland County
relating to:
(1)
The location, opening, vacation, extension, widening,
narrowing or enlargement of any street, public ground, pierhead or watercourse;
(2)
The location, erection, demolition or sale of any public
structures located within Hempfield Township; or
(3)
The adoption, amendment or repeal of any Official Map,
subdivision or land development ordinance, zoning ordinance or planned residential
development ordinance, shall be submitted to the county planning agency for
its recommendations.
B.
The recommendation of the planning agency shall be made
to the governing body of Hempfield Township within 30 days.
Following the adoption of a Comprehensive Plan or any part thereof by
Hempfield Township or Westmoreland County's governing body pursuant to
public notice, any proposed action of the governing body of any school district
located within Hempfield Township or Westmoreland County relating to the location,
demolition, removal or sale of any school district structure or land shall
be submitted to Hempfield Township's or Westmoreland County's planning
agency for its recommendations. The recommendations of the planning agency
shall be made in writing to the governing body of the school district within
30 days.
Since Hempfield Township is located in Westmoreland County and Hempfield
Township has adopted a Comprehensive Plan, Hempfield Township shall give the
plan of Westmoreland County consideration in order that the objectives of
each plan can be protected to the greatest extent possible.
