The office of Township Manager be and the same is hereby created subject to the right of the Township by ordinance at any time to abolish said office.
As soon as practicable after the passage of this chapter, the Board of Commissioners of the Township shall elect by vote of a majority of its members one person to fill said office, who shall serve until the first Monday of January next and thereafter until his successor is elected and qualifies. The office shall be filled annually thereafter. In the case of a vacancy, the Board of Commissioners shall, by a vote of a majority of the members, fill said office for the unexpired term. The Township Manager, however, shall be subject to removal by the Board of Commissioners by a vote of the majority of its members.

The Township Manager shall be a citizen of the United States of America.

Before entering upon his duties, the Township Manager shall give a bond to the Township with an approved bonding company as surety, to be approved by the Board of Commissioners, in the sum as set from time to time by resolution of the Board of Commissioners, conditioned for the faithful performance of his duties. The premium of the bond shall be paid by the Township.

The salary of the Township Manager shall be as set from time to time by ordinance of the Board of Commissioners. The current salary ordinance is on file in the Township offices.
The Township Manager shall carry on the business of the Township under the direction of the Board of Commissioners, and his powers and duties shall relate to the general management of the Township business not expressly by statute imposed or conferred upon other Township officers.

The Township Manager shall be a person with such technical and executive ability and with such training and experience as to enable him to perform the duties imposed upon the office in a successful and businesslike manner.
Subject to recall at any time by resolution of the Board of Commissioners, the powers and duties of the Township Manager shall include the following:
A. 
The Township Manager, under the direction of the Board of Commissioners, shall execute and enforce the laws of the commonwealth and ordinances, resolutions and bylaws of the Board of Commissioners.
B. 
He shall attend all meetings of the Board of Commissioners and recommend such measures as he shall deem expedient.
C. 
He shall make a monthly report to the Board of Commissioners and at such other times as the Board of Commissioners may direct, upon the affairs of the Township, and keep the Board of Commissioners advised of the Township's financial condition and its financial needs.
D. 
He shall prepare and submit to the Board of Commissioners before the end of any fiscal year a tentative budget for the next fiscal year.
E. 
The Township Manager shall attend to the letting of contracts in due form of law and supervise the performance and faithful execution of the same, except insofar as such duties are expressly imposed upon some other Township officer by statute.
F. 
The Township Manager shall see that all moneys owing the Township are promptly paid and that proper proceedings are taken for the security and collection of all Township claims.

G. 
The Township Manager shall annually present to the Board of Commissioners, not more than 30 days after the close of each fiscal year, a correct and detailed statement and report of the preceding year's work of his office, with a detailed statement of all moneys received and expended.
H. 
The Township Manager shall perform such other duties as may be from time to time by ordinance conferred upon him.
I. 
The Township Manager shall cooperate with the Board of Commissioners at all times and in all matters that the best interest of the Township and the general public may be maintained.
The Township reserves the right at any time by ordinance to amend or otherwise modify or repeal this chapter in any particular.
