Ten days after the effective date of this chapter, no person shall lease
or rent any dwelling, dwelling unit or rooming unit in Marple Township without
first making application to and obtaining from the Board of Commissioners
a permit to rent or lease such dwelling, dwelling unit or rooming unit. Such
application shall set forth the name of the applicant, together with the address
of the dwelling, the dwelling unit (or units) or the rooming unit (or units)
which are or will be offered for rent and such other information as may be
required by the Board of Commissioners, such application to constitute an
agreement between the applicant and the Board of Commissioners for the faithful
compliance by the applicant and all agents, servants, employees or representatives
of the applicant with all ordinances of Marple Township and all rules and
regulations of the Board of Commissioners now in effect or hereafter adopted
relating to the basic equipment, physical condition, maintenance and occupancy
of dwellings and dwelling units.

A permit fee shall be paid by the applicant at or before the issuance
of the permit as follows:
A. Rented dwelling and multiple-dwelling units: a permit
fee for each building and a fee per dwelling unit per year, as set from time
to time by resolution of the Board of Commissioners.
B. Rental of condominium: as set from time to time by resolution
of the Board of Commissioners.
C. Rented two-family dwellings: a permit fee for each building
and a fee per dwelling unit per year, as set from time to time by resolution
of the Board of Commissioners.
D. Rooming houses: a permit fee for each rooming house and
a fee per rooming unit per year, as set from time to time by resolution of
the Board of Commissioners.
E. Annual inspection of mobile home park site: as set from
time to time by resolution of the Board of Commissioners.
F. Rented mobile homes: a permit fee as set from time to
time by resolution of the Board of Commissioners before being rerented to
any new tenants.
A license will not be issued or renewed for any person who does not
either reside or have an office in this Township, unless he shall designate,
in writing, an agent in this Township for the receipt of any notice of a violation
or violations of the provisions of this chapter.
The applicant shall promptly inform the Housing Officer, in writing,
of any change made to a property which alters the information provided in
the application for the permit. Unless previously revoked or suspended, such
permit shall expire as of the first day of January following its issuance,
at or prior to which time application shall be made for renewal of all such
permits for a further period of 12 months.

No permit under this chapter shall issue to any person, firm, or corporation
to operate the business of keeping an apartment house, hotel, apartment hotel,
boardinghouse, lodging house, single-family rental unit, two-family rental
unit or three-family rental unit unless all municipal real estate taxes, sewer
and trash charges, and other municipal assessments are paid on a current basis.
Any building containing four or more family rental units shall be considered
an apartment house. Any person seeking a permit shall, at the time of the
application or renewal thereof, provide proof of current payment of all taxes,
charges and assessments.
