A. 
In order to facilitate the movement of traffic and to combat the hazards of excessive snow and ice on streets/highways or portions of streets/highways designated in § 285-56 of this article, a snow and ice emergency exists whenever the National Weather Service advises that snowfall is expected to exceed three inches in a twenty-four hour period in the Delaware Valley or whenever the Township Manager, in his discretion, declares an emergency due to such hazards.
B. 
The Township Manager shall, through the public access cable channel, disseminate information as to the existence of such emergency.
A. 
Whenever a snow emergency exists, it shall be unlawful during the period of such emergency for any person to park a motor vehicle or to allow a motor vehicle to remain parked on any street/highway or portion thereof designated in § 285-57 of this article or to operate any motor vehicle on any such street/highway or portion thereof unless such vehicle shall be equipped with adequate equipment to provide sufficient traction to keep such vehicle in motion so that other traffic on such street/highway will not be blocked or seriously impeded.
B. 
Such prohibiting of parking as detailed in Subsection A above shall remain in force until the snow removal operations have been completed.
C. 
The streets/highways or portions thereof to which the provisions of this article shall be applicable during all periods of an emergency declared as provided in § 285-55 above shall be designated by resolution of the Board of Commissioners of Marple Township. Such streets/highways shall be established from time to time.

The following streets/highways have been designated as snow emergency streets/highways within the Township of Marple:

Beechtree Drive
Cambridge Road
Candlewood Road
Canterbury Drive
Central Boulevard (North and South)
Cherry Hill Lane
Crum Creek Road
Davis Avenue
Gilbert Street
Gradyville Road
Harding Avenue

Highland Avenue
James Road
Jamestown Road
Kent Road
Langford Road
Langstoon Road
Lovell Avenue
Malin Road (North and South)

Marplewoods Drive

In addition, all culs-de-sac and dead-end streets are also designated as snow emergency streets/highways.
A. 
In order to assist the operators of motor vehicles in determining the streets/highways affected by this article, the President of the Board of Commissioners or the Chief of Police shall have erected on those streets/highways so designated signs reading as follows:
SNOW
EMERGENCY
ROUTE
NO PARKING
CHAINS OR
SNOW TIRES REQUIRED
VEHICLES TOWED AWAY
B. 
These signs shall be erected at no greater distance than 1/2 mile according to DOT standards.
A. 
Vehicles parked in violation of this article shall be removed by a person authorized to perform such removal, at the direction of the Marple Township Police Department, to a nearby garage or other nearby place of safety.
B. 
When a motor vehicle has been removed and impounded as authorized, the Marple Township Police Department shall immediately attempt to verbally notify the owner of such vehicle of its removal and impoundment. Such notice shall indicate the place from which the vehicle was removed, the reason for the vehicle's removal and the location of the vehicle's impoundment. A written notice of the aforesaid facts shall be mailed by certified mail to the registered owner of the vehicle within 24 hours after the time of the vehicle's removal.
C. 
To reclaim a motor vehicle towed and impounded as a result of a violation of this article, the owner of the vehicle must pay to the person, firm or corporation which towed and impounded the motor vehicle the costs of towing and storage. (See Chapter 277 Towing.)
D. 
No vehicle shall be removed and impounded under this article if, at the time of such intended removal, the owner or person in charge of the vehicle is present and expresses a willingness and intention to remove such vehicle.
It shall be unlawful for any person to place or have placed in the streets/highways, by any means, any snow or ice being removed from the sidewalk, driveway or any other portion of the property. The property owner or tenant shall be deemed responsible for any snow or ice found in the roadway.
Any person violating any of the provisions of this article shall be sentenced to pay a fine of not more than $600, together with costs of prosecution.
