This chapter shall be known and may be cited as the "West Goshen Township Vehicle and Traffic Code."
A. 
Words and phrases, when used in this chapter, shall have the meanings ascribed to them in the Pennsylvania Vehicle Code, as now in force, or as hereafter amended, enacted or reenacted, except where the context clearly indicates a different meaning.
B. 
The terms "highway," "road" and "street" are used synonymously throughout and shall mean the entire width between the boundary lines of every way publicly maintained when any part thereof is open to the use of the public for purposes of vehicular travel. The term includes a roadway open to the use of the public for vehicular travel on the grounds of a college or university or public or private school or public, historical or Township park, shopping center or private roads in subdivisions or land developments utilized as means of egress and ingress by members of the traveling public.
C. 
The term "vehicle" includes every motor vehicle, motor-driven cycle, motorized pedacycle, trailer, semitrailer or other vehicle designed or used for travel on a highway.
D. 
In this chapter, the singular shall include the plural, the plural shall include the singular, and the masculine shall include the feminine and the neuter. The following designated abbreviations shall mean as indicated: "N" means north, "S" means south, "E" means east, "W" means west and "B" means bound. The "governing authority" means the Board of Supervisors.
All traffic, vehicle and parking regulations of a permanent nature shall be set forth in this chapter and shall be enacted as ordinances or amendments thereto.
A. 
The Chief of Police or his designee shall have the following powers to regulate traffic and parking temporarily and in time of emergency:
(1) 
In the case of fire, flood, storm or other emergency, to establish temporary traffic and/or parking regulations.
(2) 
In the case of emergency or to facilitate public works or in the conducting of parades, processions or public events, to restrict or prohibit traffic and/or parking in limited areas for periods of not more than 72 consecutive hours.
B. 
Such temporary and emergency regulations shall be enforced by the Township's Police Department in the same manner as permanent regulations. Any person who shall operate or park a vehicle in violation of any such regulation or who shall move, remove, destroy, injure or deface any sign or marking erected, posted or made to give notice of any such regulation shall, upon conviction thereof, be liable to the penalty established in the Pennsylvania Vehicle Code or elsewhere in this chapter for such violation, as applicable.
A. 
The Board of Supervisors may, from time to time, designate places upon and along the highways in the Township where, for a period of not more than 90 days, specific traffic and/or parking regulations, prohibitions and restrictions shall be in force and effect, and such locations shall be designated by proper signs and markings. Such regulations, prohibitions and restrictions shall be effective just as if they had been specified in this chapter and shall be authorized by resolution. No person shall operate or park a vehicle in violation of any such regulation, prohibition or restriction, and no person shall move, remove, destroy or deface any sign or marking erected, posted or made by authority of this section. Violation of this section shall subject the violator to the penalty provisions set forth in the Pennsylvania Vehicle Code or elsewhere in this chapter for such violation, as applicable.
B. 
The purpose of this section is to allow for the test and experimental determination of the feasibility and desirability of permanent changes in this chapter relative to traffic, vehicles and parking.
This chapter shall be enforced by the police officers of the West Goshen Township Police Department, who shall have and are hereby given authority to direct traffic on the highways and intersections of the Township in accordance with the provisions of this chapter and the laws of the Commonwealth of Pennsylvania.
A. 
All presently erected signs, signals, markings and devices erected and in place on the effective date of this chapter are ratified and confirmed as fully as if they had been placed and erected under the respective applicable sections of this chapter.
B. 
All official traffic control devices and traffic control signals shall be of the size and configuration and shall be located required by regulations of the Pennsylvania Department of Transportation or as mandated in the Pennsylvania Vehicle Code or as directed by the Chief of Police, as applicable.
C. 
Traffic control signals shall be installed and operated at the intersection of those streets described hereinbelow:

On all highways under Township jurisdiction, the Board of Supervisors or the Chief of Police is authorized to establish traffic and vehicle regulations authorized to be established by local authorities by the Pennsylvania Vehicle Code. Such regulations shall be effective upon their approval by the governing authority.
