The franchisee shall consult the township regarding any and all programming and service-related decisions. The franchisee shall give at least 30 days' notice to subscribers as to any change in programming decisions or channel realignment.
The franchisee shall install and thereafter maintain for the use by the township an emergency alert system (EAS) in accordance with the Emergency Alert System Procedures for the Philadelphia Extended Operational Area, as approved by Chester County on December 2, 1997, and as subsequently amended.
A. 
Upon request by the township, the franchisee shall provide one activated access channel each for noncommercial governmental access, noncommercial public access and noncommercial educational access for use by the township, or its designee, without charge. Upon request by the township, the franchisee shall provide additional access channels to the township when all existing access channels simultaneously carry nonduplicated, locally produced programming, none of which are character generated, continuously during the hours of 5:00 a.m. until 10:00 a.m. for a period of 90 days.
B. 
The franchisee shall also provide all necessary equipment to enable all channels in the cable system to have the capability of transmitting audio channels in stereo, in accordance with the standards established by the FCC.
C. 
The franchisee shall also transmit as many FM signals and other stereo signals in the 88 to 108 mega-cycle band as possible, the number of which shall be determined by practical engineering considerations.
If requested by the township and negotiated between the township and franchisee, the franchisee shall provide sufficient funds to the township for the purchase of audio/video and telecommunications equipment as are reasonably necessary to allow the township's use of the cable system, consistently with the requirements of this ordinance. This equipment shall include, but not be limited to, cameras, tripods, microphones, lights, recording decks, editing equipment, monitors, character generators, computer hardware and software, modems and similar equipment in such amounts as agreed to in the franchise agreement.
A. 
Upon request by the township, the franchisee shall provide upstream channel capacity for live telecasts from:
(1) 
The public meeting room of the Township Administration Building; and
(2) 
The school district administration building or other public or licensed parochial school.
B. 
The franchisee shall make available the devices necessary to accomplish upstream telecasts through any and all of the above listed buildings and facilities.
C. 
The franchisee shall make available at no cost the equipment and devices necessary to accomplish two-way communications from any such building or facility located within the franchise area.
