The Construction Official, together with a Building Subcode Official, Plumbing Subcode Official, Fire Subcode Official and Electrical Subcode Official, shall be appointed by the Mayor with the advice and consent of the Council, to serve for a term of four years; and shall, upon commencement of a second consecutive term, or after the commencement of a fifth consecutive year of service, be granted tenure pursuant to the terms of the Uniform Construction Code Act, N.J.S.A. 52:27D-119 et seq.

The Construction Official shall administer and enforce the Uniform Construction Code of the State of New Jersey, and the subcode officials shall administer and enforce said Code under their particular subcode. The Construction Official shall be the chief administrator with overall supervision of the subcode officials, and he shall have the power to overrule a determination of any subcode official if he, himself, is qualified to act pursuant to the State Uniform Construction Code Act as a subcode official for such subcode. The Construction Official may serve as a subcode official for any subcode for which he is qualified under the State Uniform Construction Code Act to administer. The Construction Official and the subcode officials shall keep permanent books and complaint books which will be subject to inspection. The Construction Official shall report regularly to the Council, at Council's direction, the number of permits issued, the estimated costs of such work and the fees received and paid by him to the Chief Financial Officer. The Construction Official and subcode officials shall have all the powers and duties given to them by the Uniform Construction Code, its rules and regulations.
