[HISTORY: Adopted by the Borough Council of the Borough of Stone Harbor as Sec. 4-21 of the 1982 Revised General Ordinances. Amendments noted where applicable.]
The owner and operator of any property containing a business which is closed and not operating for a period of 30 consecutive days shall ensure that all window displays shall be neatly arranged, attractive and all mannequins, if any, fully clothed. Alternatively, a curtain or drape shall be placed behind the display window, within one foot of said window (not attached to same), and shall cover the window from the lower portion of same to a height of at least six feet above the floor.
A. 
In the event display windows are soaped, painted or otherwise defaced, such soap, paint or defacement shall be removed within five days. If same are not removed within five days, a notice shall be sent to the property owner requiring him to see the removal within five additional days.
B. 
In the event the owner fails to comply with the notice, the Borough of Stone Harbor will have the right to remove said soap, paint or other defacement and charge the cost thereof to the property owner. If same is not paid within 30 days of the presentment of the bill to the owner, such bill shall be added to the real estate taxes for the property and shall be collected as real estate taxes.
In the event any person, persons or association of persons is convicted of a violation of this chapter, such violators shall be subject to the penalties set forth in Chapter 1, Article III, Penalty, of the Borough of Stone Harbor Code. Each day that said owner is in violation after receipt of a written notice of such violation shall constitute a separate offense.
