Persons requesting acceptance of a street by Town Meeting shall submit the following materials to the Selectmen for review for each street to be accepted:
A. 
A definitive subdivision plan, conforming to the requirements of § 170-3.5B of Chapter 170, Subdivision Rules and Regulations, showing as-built conditions.
B. 
Street plans and profiles, as described at § 170-3.5C of Chapter 170, Subdivision Rules and Regulations, showing as-built conditions.
C. 
Construction details and specifications, and typical as-built road cross sections.
D. 
Drainage plans, showing all as-built drainage structures, and calculations documenting the adequacy of the drainage design.
E. 
A legal (metes and bounds) description of the street.
F. 
A list of waivers requested from Chapter 170, Subdivision Rules and Regulations, and Chapter 113, Road Construction Standards, if any.
G. 
A written statement of intent to convey to the town, as a gift, any and all necessary easements for public travel and utility work as well as, if appropriate, conveyance of existing utility lines.
A. 
The Selectmen shall refer the complete submittals to the Planning Board, which shall review them for compliance with the requirements and standards set forth in § 60-6A and B of Chapter 60, Streets and Sidewalks, Article II, Road Acceptances. In making its determination, the Planning Board may grant waivers from those standards when, in its opinion, such action is in the public interest and not inconsistent with the purpose and intent of the Subdivision Control Law. The Planning Board shall report its findings to the Selectmen within 45 days from the date of referral.
B. 
The Selectmen shall also distribute copies of complete submittals to the Department of Public Works and Fire District for their review and comment. Those agencies shall submit their comments to the Selectmen no later than the time of the public hearing.
A. 
The Selectmen shall hold a public hearing and determine whether the street complies with the requirements of Chapter 170, Subdivision Rules and Regulations, and Chapter 113, Road Construction Standards, in effect at the time of proposed acceptance, in accordance with § 60-6A and B of Chapter 60, Streets and Sidewalks, Article II, Road Acceptances.
B. 
Waivers from Chapter 170, Subdivision Rules and Regulations, design requirements require approval by the Planning Board with the written concurrence of the Board of Selectmen. Waivers from Chapter 113, Road Construction Standards, require approval by the Planning Board with the written concurrence of both the Board of Selectmen and the DPW Director.
C. 
Notice of the public hearing shall be published in a local newspaper and posted in the Municipal Building. All property owners abutting on the street proposed for acceptance shall be sent notice of the hearing at least seven days prior to the hearing date.
D. 
The notice shall contain the following:
(1) 
A description by metes and bounds of the proposed layout and land proposed for easements.
(2) 
The date, time and place of the meeting.
If the Selectmen determine the street to comply with the required design and construction standards of this article, they shall approve the layout of the street as a public way and notify the Town Clerk of its action. A metes-and-bounds description of the layout shall be filed with the Town Clerk along with the notice of the Selectmen's action.
Not less than seven days nor more than six months after the filing of the Selectmen's vote approving the layout has been filed with the Town Clerk, the street acceptance petition shall be voted upon by the Town Meeting. Failure of the Town Meeting to act within this time period will result in a lapse of approval under this article, and the review process must be repeated.
After Town Meeting accepts the street as a public way, a description of the location and the metes and bounds of the accepted way must be filed with the Town Clerk. The Town Clerk shall, within 10 days, record this description in a book kept for this purpose.
Within 120 days from the date on which the Town Meeting votes to accept the street as a public way, the applicant shall convey to the town, as a gift, an easement in the way for public travel, together with all appurtenant drainage and utility easements, in a form approved by the Board of Selectmen. The Board of Selectmen, upon acceptance of said gift, shall cause the easement(s) to be recorded in the Registry of Deeds.

The following recommendations of the Spring Street Safety Committee are hereby enacted:
A. 
Prohibition against roller blades, bicycles and skateboards on the sidewalk.
B. 
Improved signage for the parking lot.
