Every driver who intends to turn, change lanes, start from a parked position, stop or suddenly decrease the speed of a vehicle shall not do so until such movement can be made with reasonable safety, and no such movement shall be made without giving an appropriate signal in the manner hereinafter provided.
A. 
Any signals required by § 209-105 shall be given by means of the hand and arm or by a signal lamp or lamps or mechanical device. Any signals given by hand and arm shall be given from the left side of the vehicle in the following manner, and such signals shall indicate as follows:
(1) 
Left turn: hand and arm extended horizontally.
(2) 
Right turn: hand and arm extended upward.
(3) 
Stop or decreased speed: hand and arm extended downward.

A signal of intention to turn right or left shall be given continuously during not less than the last 100 feet traveled by the vehicle.

Except as otherwise provided, the driver of a vehicle intending to turn to the right at an intersection shall approach such intersection in the lane for traffic nearest to the right-hand side of the highway and in turning shall keep as close as practicable to the right-hand curb or edge of the highway, and when attending to the traffic to the right of and nearest to the center line of the highway passing as closely as practicable to the right thereof before turning such vehicle to the left, unless the method of turning at intersections is clearly indicated by markers or other direction signs, in which case the driver of any vehicle shall turn in the manner so directed.
B. 
As used in this section, the "center of the intersection" means the meeting point of the median lines of the highways intersecting one another.
The driver of a vehicle intending to turn to the right or left at an intersection where traffic is controlled by traffic-control signals or by a police officer shall proceed to make the turn with proper care to avoid accident and only upon the go signal, unless otherwise directed by a police officer or by official traffic signs or special signals.

Whenever a stop sign has been erected by the proper authority, no driver of any vehicle shall fail to come to a full stop.
B. 
The operator of any vehicle, after coming to a full stop, shall not enter into, upon or across such highway or street until such movement can be made in safety.
The following streets and avenues within the Town are hereby designated as stop streets. No driver of any vehicle shall fail to stop in obedience to such stop signs: Such streets as may be posted by direction of Council.
Any person violating any of the provisions of this article shall be deemed guilty of a misdemeanor and, upon conviction thereof before a court of competent jurisdiction, shall be fined not less than $25 nor more than $100 and shall pay the costs of prosecution.
