GENERAL REFERENCES

There is hereby established in the Town of Greece, pursuant to the provisions of the Suburban Town Law and the Municipal Home Rule Law of the State of New York, a department to be known as the "Department of Public Safety of the Town of Greece."
Said Department shall include the following divisions:
A. 
Police.
B. 
Animal Control.

Signal Lights.
D. 
Civil Defense.
E. 
Safety Committee.
F. 
Traffic Control and Study.
G. 
Coordination among the Town, the fire districts within the Town of Greece and the Monroe County Fire Coordinator.

H. 
Coordination between Town of Greece and Monroe County Office of Emergency Preparedness.

J. 
Any other office or section of the Town government which the Town Board may, from time to time, place under the jurisdiction and control of said Department. Said Department shall undertake and perform such duties and functions as may, from time to time, be assigned thereto by the Town Board of the Town of Greece.
A. 
Said Department shall be headed by a Director to be appointed by the Town Board of the Town of Greece, who shall be in the exempt classification as determined by the civil service and who shall be vested with full authority, direction and control over the Department, including power and authority to recommend to the Town Board the appointment and removal of all officers and employees in said Department. Said Director shall exercise and perform such other powers and duties as are prescribed, from time to time, by the Town Board.
B. 
The Director may recommend to the Town Board the appointment of such deputies within such Department as such positions may from time to time be created by the Town Board. Said deputies shall have the power to act generally for and in place of the principal.
The Director of Public Safety and any deputies, from time to time, shall perform the following duties and have the following powers, in addition to any other prescribed by the Town Board:
A. 
Director.
(1) 
He/She shall have jurisdiction and control over the various divisions which are part of his/her Department, subject to direction from the Town Board.
(2) 
He/She shall be responsible for the proper and efficient operation of his/her Department and all of the divisions thereof, coordinating insofar as possible the activities of the various divisions under his/her jurisdiction and control.
(3) 
He/She shall oversee the proper maintenance, supervision, instruction, scheduling and attendance of all personnel under his/her supervision.
(4) 
He/She shall prepare and submit from time to time fiscal reports relative to the operation of the Department and other departments under his/her supervision and recommend to the Town Board such changes in the methods, practices and procedures involved in the operation of the Department and procurement of equipment necessary or desirable to promote modernization of the Department, all consistent with its efficient operation.
(5) 
He/She shall promulgate rules and regulations of the Department of Public Safety and the various jurisdictions within the Department subject to the prior approval of the Town Board of any such rules and regulations.
(6) 
He/She shall carry out such other duties and powers as prescribed by the Town Board.
B. 
Deputies.
(1) 
They shall perform and exercise such powers and duties as are prescribed by the Director, reporting directly to the Director of Public Safety.
The compensation of the Director of Public Safety shall be fixed by the Town Board in the same manner as the compensation of all other officers, appointed officials and department heads is fixed.
This chapter shall amend and/or supersede Town Law Article 10, § 150, Subdivisions 1 and 2, to the extent which said § 150, Subdivisions 1 and 2, are inconsistent or in conflict with this chapter. All ordinances, local laws and resolutions and parts thereof heretofore enacted by the Town Board of the Town of Greece are hereby declared to be superseded to the extent which such ordinances, local laws and resolutions are inconsistent or in conflict with this chapter.
