Taxicab permits and taxicab drivers' permits
shall be issued by the Village Clerk upon receipt of the permit fee
as hereinafter provided, upon written application in the form required
by the Board of Trustees, which said application shall have annexed
thereto two copies of a recent photograph and fingerprints of the
applicant. Each application for a taxicab permit or a taxicab driver's
permit shall have endorsed thereon a certification by the Police Chief
that the applicant has not been convicted of a felony and has never
been convicted of driving while intoxicated or driving while ability
is impaired.

The fee schedule for a taxicab permit and a
driver's permit shall be established by resolution of the Board of
Trustees. The current License and Fee Schedule is on file in the Village
Clerk's office.
Any permit issued shall expire on the first
day of January next succeeding its issuance and shall be renewable
at a fee determined by the Board of Trustees.
Every taxicab shall be maintained in a clean,
safe condition.
No taxicab owner or driver, while awaiting hire
by passengers, shall cruise or solicit while driving upon or parked
upon public streets.
A.
A sign shall be placed on each taxicab to designate
that the said vehicle is a taxicab; provided, however, that a window
sign does not violate any rule, regulation or statute.
B.
Each taxicab shall have a photograph of the driver
and a duplicate of his license prominently displayed inside each taxicab
and visible to the passenger, and the name of the taxi company, if
there is one, who employs the driver.
C.
A set of regulations dealing with the essentials of
the operation of each taxicab shall be permanently displayed in each
taxicab, which regulations the Board of Trustees may, by resolution,
promulgate from time to time and which may, among other things, state
that the person who orders the taxicab who is the first passenger
in the taxicab shall have full control over the number of passengers
to be transported therein.
The Board of Trustees may, by resolution, limit
the number of taxicab permits and taxicab drivers' permits to be issued
by the Village Clerk and also may, by resolution, provide that the
holders of permits shall be preferred or have priority in the issuing
of permits.
A.
Any taxicab driver's permit shall be suspended for
a period of 60 days if a driver has had convictions for two moving
violations within a twelve-month period.
B.
If a taxicab driver is convicted of more than two
moving violations within any eighteen-month period, the Board of Trustees
may revoke a taxicab driver's permit or impose an additional suspension.
C.
A taxicab driver's permit shall be revoked upon the
conviction of the driver of a felony or of driving while intoxicated
or driving while ability is impaired.
D.
The Board of Trustees may revoke a taxicab permit
or a taxicab driver's permit or suspend same for a period of 60 days
if the person operating pursuant to the permit is guilty of violating
the provisions of this chapter.
No taxicab permit may be transferred.
