No vehicle shall be so operated as to make a U-turn or semicircular turn within a radius of 100 feet from the center intersection of Main Street and Chestnut Street, as measured from the traffic light thereat installed. Any person or persons, while operating or controlling any motor or horse-drawn vehicle, who causes said vehicle to make a U-turn or semicircular turn on Main Street or Chestnut Street at the intersection of said Main Street and Chestnut Street within a radius of 100 feet from the center intersection thereof, measured from the traffic light as above provided, shall violate this Part 1.
All provisions of ordinances heretofore adopted not consistent with the provisions of this Part 1 are hereby repealed.

The failure to comply with any of the foregoing provisions of this Article II, Part 1, shall be and constitute a violation thereof, and any person violating any of the provisions of this Article II, Part 1, shall be a disorderly person, and any person violating any provision of this Article II, Part 1, shall be punished for the first offense by a fine not exceeding $150 and for each subsequent offense within a period of 18 months of the date of the first offense by a fine not greater than $250.
