The Town agrees to utilize a Life Safety Inspector, or other appropriate
fire official to serve as an assistant to the State Fire Marshal to carry
out the responsibilities and functions of the State Fire Marshal within the
corporate limits of the Town of Denton. The Town may utilize the Life Safety
Inspector to perform other fire safety inspections pursuant to any building
code or regulations adopted by the Town as necessary.
A.
Contractual position. The Town will contract with the
Denton Volunteer Fire Department, which will hire the Life Safety Inspector
to assist the Town on an as-needed basis to assist the State Fire Marshal
with the enforcement of state law and fire safety practices within the Town
of Denton.
B.
Minimum qualifications. The Life Safety Inspector shall
have the following minimum qualifications:
A.
Commercial construction.
(1)
Plan review of commercial construction. The Life Safety
Inspector is authorized to conduct a plan review of the plans and specifications
for commercial and industrial construction to ensure that commercial buildings
have architectural certification for sprinkler design and performance, fire
alarm design, and that the building conforms to the NFPA 1, Fire Prevention
Code, or other state or local laws relating to fire prevention.
(2)
Inspections for new commercial construction. The Life
Safety Inspector is authorized to perform a final inspection of the sprinkler
systems, including any tests which are reasonably necessary to ensure that
the sprinkler heads and valves are functioning freely and are in the appropriate
position, and flow tests to ensure water flow and alarm activation. The Life
Safety Inspector is authorized to perform a walk-through inspection to ensure
basic Fire Prevention Code compliance, including the placement of fire extinguishers,
operation of emergency lighting, and the operating of exit lighting.
(3)
Annual fire safety inspections for existing commercial
occupancies. The Life Safety Inspector is authorized to assist the State Fire
Marshal with annual inspections of commercial and industrial buildings in
accordance with state law.
B.
Residential construction. The Life Safety Inspector is
authorized to assist the State Fire Marshal with any initial inspections of
residential sprinkler systems where such sprinkler systems are proposed and/or
installed, and where such inspections are otherwise permitted by law.
C.
Hydrant database. The Town may contract with a Life Safety
Inspector to assist the Town with development of a hydrant database, including
performing flow tests of all hydrants, and assisting the Public Works Department
with annual inspections and repairs as needed.
D.
Other inspections and duties. The Life Safety Inspector
shall be authorized to perform such other inspections and duties are appropriate
or necessary to assist the State Fire Marshal's office in carrying out
any duties, responsibilities or functions in the Town of Denton that are permitted
by state law. The Town may utilize the Life Safety Inspector to assist with
such other fire safety inspections as are authorized by state or local laws,
including such building codes and property maintenance codes as are adopted
from time to time.
