A. 
The Town Superintendent of Highways will not recommend nor shall the Town Board accept any road which does not meet the following minimum requirements and standards, which have been established by the Town Board. The requirements and standards must be met and paid for by the person or firm proposing that the Town take over such road.
B. 
A performance bond must be furnished to the Town Board to guarantee the completion of the road according to specifications, said bond to be in such amount as specified by the Town Board.
The highway right-of-way shall be not less than 50 feet in width and shall be cleared of all trees and brush for a width of at least 30 feet. The roadway shall have a pavement width of at least 20 feet with a total graded width, including shoulders and ditches, of at least 28 feet.
Dead-end or cul-de-sac streets shall not in general exceed 600 feet in length, shall have a minimum width of 50 feet and shall be equipped with a turnaround roadway with a minimum radius of 50 feet for the outside curb at the closed end.

The line and grade shall be constructed so as to maintain a minimum sight distance of 200 feet. Grades shall not exceed 10% unless conditions of the terrain make such a grade impracticable and in no case shall exceed 14%.
A subbase of 20 feet in width shall be laid consisting of suitable material, such as stone, slag or gravel. When stone or slag is used, the depth must be at least six inches; when gravel is used, the depth must be at least nine inches to 12 inches. Subbase may be omitted only where there is a natural condition or fill creating a condition equivalent to placing the subbase.
The surface shall consist of gravel, stone or slag. The minimum depth of gravel surface shall be four inches, and the minimum depth of stone or slag shall be 2 1/2 inches. The surfacing must be laid to a true crown and grade, be well compacted and surface treated with two coats of bituminous material covered with stone grits and well rolled.

The road must be properly drained by ditches, subdrains, culverts and other structures as may be necessary. Pipe diameter of 18 inches should be used. Any exception will be made only on the approval of the Town Superintendent of Highways, and all private driveways, culverts are subject to the approval of the Town Superintendent of Highways.
B. 
The Town Board must be furnished with all easements where drained water from streets flows. Such roadways must not be subject to any right or easements in others which will in any way interfere with its use as a road at all times.
A deed containing a full covenant warranty and setting forth a full and complete description (map) of the road to be conveyed shall be tendered to the Town, together with a proposed motion to be included in the Town Clerk's minutes, and the proposed order for the Superintendent of Highways laying out the new street; and the Town shall also be furnished a search of the premises.
Before the completed roadway is accepted by the Town, the person or firm proposing that the Town take over such road must furnish a satisfactory guaranty that all bills accrued during the construction of the roadway have been paid in full or make satisfactory arrangements thereof.
