It is the intention of the Village of Newark Valley to:
A. 
Furnish an adequate supply of pure and wholesome water to the residences and businesses in the Village of Newark Valley.
B. 
Supply sufficient water with sufficient pressure in its water supply system to adequately protect the buildings in said Village from damage or destruction from fire.
C. 
Properly maintain, improve and extend, as needed, the water supply system for the benefit of the water users and taxpayers within the Village.
D. 
Protect and maintain the existing wells and water supply system and any new or additional wells and related system accessories.
This article shall be applicable to all property owners and water users within the Village of Newark Valley.
The installation, implementation and use of private water wells within the limits of the Village of Newark Valley are hereby prohibited. This restriction and limitation shall apply to the use of water for domestic or business purposes and shall apply to all residences, apartment houses, mobile homes and business establishments and to any other structures for which such domestic or business water usage is contemplated.
In addition to the penalties prescribed by § 163-5 of this chapter, the Village of Newark Valley may also bring the appropriate legal proceeding to enjoin the installation or use of any such private water well prohibited by this article.
