The City of Newburgh, New York, is hereby authorized to prepare and submit an application for designation of the area described in § 152-2 hereof as an Economic Development Zone.
The boundaries of said area are located in the City of Newburgh, Orange County, New York, and in the City of Beacon, Dutchess County, New York, and are more particularly described in Exhibit A.[1]

The Director of the City of Newburgh Local Development Corporation shall serve as the local certifier for the Economic Development Zone.
A. 
The Local Economic Development Zone Administrative Board shall be comprised of 11 members. Eight Board members shall be residents of the City of Newburgh, and three of those eight members shall be selected by the Mayor and five shall be selected by the Newburgh City Council and shall include:
(1) 
A resident of the zone.
(2) 
A representative of the Local Greenway Council.
(3) 
A member of the Board of Directors of the City of Newburgh Local Development Corporation.
(4) 
A representative of the Newburgh Enlarged School District or Orange County BOCES or an institution of higher education located within the City of Newburgh.
(5) 
The owner of a business located within the zone.
(6) 
A representative of a local financial institution.
(7) 
A representative of a local labor union.
(8) 
A representative of a community-based organization located within the zone.
B. 
The remaining three Board members shall be selected by the Mayor of Beacon and confirmed by the Beacon City Council.
C. 
The Administrator and Board shall exercise all such powers and authorities as provided in Chapter 686 of the Laws of 1986,[1] as amended, or in this chapter.
