A. 
General requirements. Every habitable room shall have at least one window or skylight facing directly to the outdoors. The minimum aggregate area available for unobstructed light shall be not less than 10% of the floor of such rooms.
B. 
Rules and regulations. Whenever walls or other portions of structures face the window of a habitable room and the ratio of the distance between the window and the obstruction and the height of the obstruction above the windowsill is greater than 1:6, such window shall not be deemed to face directly to the outdoors or be included as contributing to the total window area. These regulations shall not be interpreted as applicable to new construction under any circumstances.

General requirements. Every stair, hall, cellar and basement located in a structure used for human habitation shall have either adequate natural or artificial light available at all times.
B. 
Rules and regulations. The natural or artificial lighting available shall not be less than three footcandles (three lumens), measured in the darkest portions of normally traveled passageways and stairs.
Every laundry and furnace room and all similar nonhabitable workspace located in a structure used for human habitation shall have either adequate natural or artificial lighting available at all times.
A. 
General requirements. Every public hall and common stairway located in a structure used for human habitation and which is used primarily for ingress and egress in connection with two or more dwelling units or rooming units shall be supplied with a proper amount of natural light or lighting facilities controllable by the occupants of the structure and be available at all times. Structures containing three or more dwelling units or where rooms are let to five or more persons shall meet the requirements of the Multiple Residence Law.

Rules and regulations. The natural or artificial lighting provided shall not be less than five footcandles (five lumens), measured in the darkest portions of normally traveled stairs and passageways during the darkest hours of the day.

Required. Every habitable room shall have electric outlets and/or fixtures properly connected to be a source of electric power as required in § 190-82.
B. 
Rules and regulations. Every habitable room shall have a minimum of one outlet and one fixture or two outlets. The artificial lighting equipment shall provide a minimum of one watt per square foot of floor area.

Required. Every bathroom, shower room, toilet room or compartment located in a structure used for human habitation shall have permanently installed artificial lighting fixtures.
B. 
Rules and regulations. Bathrooms, shower rooms, toilet rooms or compartments must have permanently installed artificial lighting fixtures, and the switches shall be so located as to avoid danger of electrical hazards.

General requirements. Every habitable room shall be ventilated either by openable areas equal to 45% of the required window area or by equivalent mechanical ventilation.
B. 
Rules and regulations. Openable areas for ventilation shall include windows, skylights, louvres, monitors or similar openings. Windows, skylights, louvres and other apertures used for ventilation shall be easily openable. Ventilating systems shall be provided with proper openings for incoming or outgoing air to obtain the required circulation.

Adequacy. Every bathroom, shower room, toilet room or compartment located in a structure used for human habitation shall be adequately ventilated.
B. 
Rules and regulations. Bathrooms, shower rooms, toilet rooms or compartments shall have ventilation either by openable areas, the total of which shall not be less than 1 1/2 square feet facing open space, or by other methods which shall give equivalent ventilation.
