Whenever any subdivision of land is proposed within the City
and before any contract for the sale of or any offer to sell any lots
in such subdivision or any part thereof is made, the subdivider shall
apply to the City Planning Board on forms prescribed by and available
from the City Planning Board, specifying that he is seeking preliminary
approval. Such completed form shall be accompanied by the original
linen tracing or Mylar, plus a photographic Mylar or equal stable
material, at the same scale, and five contact prints of the preliminary
plat at a standard sheet size of 22 inches by 34 inches or 34 inches
by 44 inches. If more than one sheet is required, a key map shall
be shown on each sheet indicating the relationship of the sheets.
The subdivider shall also, by delivery or certified mail, give written
notice to the City Clerk, stating the date of submission of the preliminary
plat, which is accompanied by a copy of the completed application.
The form and preliminary plat shall be accompanied by:
A. A deed description and, where it exists a map of survey of tract
boundary prepared and certified by a land surveyor.
B. A notarized affidavit from the record owner that he is the owner
of the land proposed for subdivision and, if the subdivider is not
the record owner, that the subdivider may act for him.
C. An outline and detailed description, by item, of the public improvements,
including any requested waivers, to be provided, together with a preliminary
construction cost estimate by quantity and a unit cost, and a notarized
affidavit from the subdivider whether he will install the required
public improvements prior to the filing of the final plat or post
a performance bond in sufficient amount as submitted to and approved
by the City Engineer to cover the cost of the required public improvements.
D. When the preliminary plat covers part of the subdivider's entire
holdings, a sketch of the prospective future street layout in the
entire holding.
