In addition to the regulations and requirements of the Vehicle
and Traffic Law of the State of New York, the following traffic regulations
shall be observed:
A. Duty of traffic across intersecting streets when fire alarm is sounded.
When an alarm of fire is sounded, all traffic across intersecting
streets shall stop until full opportunity is afforded for the passage
of the fire apparatus.

All vehicles, including all motor vehicles, shall be prohibited
at all times from entering, traveling upon, parking on, standing on,
stopping on or otherwise using Carter Street between Dubois Street
and City Terrace. This restriction shall not apply to emergency response
vehicles actually engaged in emergency response actions, nor to City
vehicles actually engaged in the conduct of City business or the carrying
out of City duties and functions.
Traffic control signals shall be installed and operated at the intersection of those streets described in Schedule I (§
288-59), attached to and made a part of this chapter.
The maximum speed at which vehicles may proceed on or along any streets or highways within the City is hereby established at 30 miles per hour, except that the speed limit for vehicles proceeding on or along those streets or parts of streets described in Schedule II (§
288-60) shall be as indicated in said schedule.
No person shall drive a vehicle at a speed in excess of that indicated in Schedule III (§
288-61), in the areas described in said Schedule III, during school days between the hours of 7:00 a.m. and 6:00 p.m.
The streets or parts of streets described in Schedule IV (§
288-62), attached to and made a part of this chapter, are hereby designated as one-way streets in the direction indicated.
U-turns are hereby prohibited on all streets except on the streets or parts of streets described in Schedule V (§
288-63), attached to and made a part of this chapter.
No person shall make a turn of the kind designated (left, right, all) at any of the locations described in Schedule VI (§
288-64), attached to and made a part of this chapter.

No person operating a vehicle having a total gross weight in excess of five tons shall make a turn of the kind designated (left, right, all) at any of the locations described in Schedule VIA (§
288-64.1), attached to and made a part of this chapter.
No person shall make a right turn when facing a steady red signal (stop indication) at any of the locations described in Schedule VII (§
288-65), attached to and made a part of this chapter.
The intersections described in Schedule VIII (§
288-66), attached to and made a part of this chapter, are hereby designated as stop intersections. Stop signs shall be installed as provided therein.
The intersections described in Schedule IX (§
288-67), attached to and made a part of this chapter, are hereby designated as yield intersections. Yield signs shall be installed as provided therein.
It shall be unlawful for any person to operate any commercial vehicle or other tractor, trailer or tractor-trailer combination having a gross weight in excess of that herein respectively prescribed, upon any of the streets or portions thereof described in Schedule X (§
288-68), except for the purpose of making local deliveries on that street.
No person shall drive any vehicle so as to overtake or pass another vehicle or drive to the left of official markings indicating those portions of any highway where such overtaking and passing or driving to the left would be especially hazardous as set forth in Schedule XII (§
288-70), attached to and made a part of this chapter. The foregoing shall not apply to the driver of a vehicle turning left while entering or leaving such highway.
