A.
It shall be unlawful for any person, or agent or employee thereof, to leave or to suffer or permit to be left any vehicle or other property upon any public highway or municipal parking area beyond the period such vehicle or property may lawfully be left parked or upon such public highway or municipal parking area, or in such position thereon as shall unlawfully obstruct or impede vehicular or pedestrian traffic or constitute a condition dangerous to such traffic, or which shall constitute an abandoned vehicle as the same is defined by § 1224 of the Vehicle and Traffic Law of the State of New York.
B.
In the event that any vehicle or property shall unlawfully obstruct or impede traffic, or remain on a public highway or municipal parking area for a continuous period exceeding 12 hours beyond the lawful period of permitted continuous use of any public highway or municipal parking area, or if such vehicle or property shall be deemed an abandoned vehicle pursuant to § 1224 of the Vehicle and Traffic Law of the State of New York, then such vehicle or property shall be deemed to have been abandoned and the Police Chief or his designated representative within the Police Department may remove or cause to be removed any such abandoned vehicle or property to the City yard or yards or elsewhere as he may deem advisable.
C.
When any vehicle is parked or abandoned on any public highway within the City during a snowstorm, flood, fire or other public emergency, said vehicle may be removed and stored by the Police Chief or his designated representative within the Police Department if he deems such removal advisable for public safety or convenience.
