All water furnished to users shall be measured
by meters procured from the Superintendent of Water, the Water Inspector
or other duly authorized officials of the Town and paid for by the
property owner(s). In purchasing these meters, the Town shall consider
quality and pricing that is in the best interest of the property owner.
Said meter shall become the property of the water district in which
it is installed. The cost of repairing any water meter damaged by
the user or property owner(s) of the serviced property shall be a
charge against said owner(s).
A. Meters for household installation shall be Neptune
T-10 with an ARB V Encoder register, or a meter of equal quality,
five-eighths-inch by three-fourths-inch frost-proof meters, reading
in gallons with 22-gauge - three-wire transmission line to receptacle
mounted on outside of house at location approved by the Superintendent
of Water, the Water Inspector or other duly authorized officials of
the Town. Meters for other than household installations shall be approved
by the Superintendent of Water, the Water Inspector or other duly
authorized officials of the Town. The meter-reading hardware for any
meter, regardless of meter manufacturer, must be compatible with existing
meter equipment currently in possession of the Town of North Greenbush.
B. One meter shall be installed for each water service.
C. No meter shall be installed, removed, unsealed or
altered by other than an authorized official of the Town, when so
directed by the Superintendent of Water, failure by the user or property
owner(s) to report a broken seal to the Superintendent of Water, the
Water Inspector or other duly authorized officials of the Town shall
be in violation and punishable by a fine not to exceed $250.
D. Meter setting. All meters shall be set as nearly as
possible at the point of entrance of the service pipe to the building,
and the property owner shall provide and maintain a clean, dry, warm
and accessible place for the meter installation. A water shutoff shall
be provided on the main side of the meter installation. The meter
shall be installed with a meter setter or couplings to facilitate
its removal and the coupling nuts shall be equipped with meter sealing
wire holes. If additional or auxiliary meters are desired by the user
for showing subdivision of the supply, such meters shall be furnished,
installed, read and maintained at the expense of the user.
E. Cross connections. No cross connection between the
public water supply system and any household well or other supply
will be allowed unless protected by a backflow prevention device conforming
in full to the latest American Water Works Association Standard C506.
A written permit for the use of such a device shall be issued by the
Superintendent of Water, the Water Inspector or other duly authorized
officials of the Town only under special circumstances, principally
for the maintenance of fire protection in large buildings. Household
wells may be used for lawn sprinkling and other purposes if they are
physically and permanently disconnected from the public water supply.
The Superintendent of Water, the Water Inspector or other duly authorized
officials of the Town will not issue a permit for water service in
any building until a cross connection is eliminated or protected by
the device specified above.
