The purpose of this chapter is to protect the health, safety and welfare
of the citizens of the village by regulating potential hazards and practices.

It shall be unlawful for any person to leave outside of any building
or dwelling, in a place accessible to children, any abandoned, unattended
or discarded icebox, refrigerator or any other container of any kind which
has an airtight door or lock which may not be released from opening from the
inside of said icebox, refrigerator or container, without first removing the
snap lock or doors from said icebox, refrigerator or container.

No person shall discharge any species of firearm, rifle, shotgun, pistol
or other firearm, any air gun, spring or mechanically operated gun or other
instrument or weapon in which the propelling force is a spring or other mechanical
apparatus or air, gas or chemical, otherwise than in self-defense, in the
discharge of official duty or in target practice on an indoor firing range,
whether on public or private property, within the corporate limits of the
village, or use bows and arrows on an archery range designated by the Village
Board of the Village of Owego, provided that there is on duty an adult who
possesses a National Handicap Card at all times when bows and arrows are being
used on the designated range. Nothing herein contained shall prohibit an annual
archery shoot conducted under the rules of the National Field Archery Association
in an area designated by the Village Board after the issuance of a permit
granted by the Village Board.

No person shall discharge any instrument or weapon commonly known as
a "toy or blank pistol," in which any loaded or blank cartridge is used or
may be used, within the corporate limits of the village, except that it shall
be lawful to fire blank cartridges in a starting gun in connection with any
artistic presentation where a gun is necessary or an athletic or sports events
held in any membership club, school or public grounds.

It shall be unlawful for any person at any time of public parade, accident,
riot, fire or public peril or other circumstances causing people to congregate
or assemble to enter or remain within the danger lines or other bounds established
by the police authorities or by any official having authority to establish
such lines for the preservation of public safety, peace and order, unless
such person is duly authorized so to do by an officer or public official having
authority to grant such authorization.
A.
Generally. No person shall injure, mutilate or destroy
any property owned, operated or maintained by the village.
B.
Structure; contents; equipment. No person shall injure,
mutilate or destroy any structure or furniture or equipment of any nature
whatsoever in any building owned, operated or under the control of the village
or any equipment, including automobiles, trucks or any other vehicle owned,
operated or maintained by the village.
No person shall bathe or swim in any basin, millrace or river within
the limits of the village, except in a bathing suit.
