It shall be the duty of the Superintendent of Public Works in conformance with the provisions of this chapter or any amendments thereto, to properly designate streets, zones, parking areas and other restrictive measures, applying to any streets or areas by such characteristic and legible signs, sign standards, signals, markings or devices as he may deem advisable and to change the same coincident with the changes in regulations thereof.
A. 
The operator of a vehicle shall obey the instructions of any official traffic control sign, signal, marking or device applicable thereto placed in accordance with the provisions of this chapter or of the Vehicle and Traffic Law, unless otherwise directed by a traffic or police officer, subject to the exceptions granted the operator of an authorized emergency vehicle in the Vehicle and Traffic Law.
B. 
No provision of this chapter or of the Vehicle and Traffic Law for which signs are required shall be enforced against an alleged violator if at the time and place of the alleged violation an official sign is not in proper position and sufficiently legible to be seen by an ordinarily observant person. Whenever a particular section does not state that signs are required, such section shall be effective even though no signs are erected or in place.
It shall be unlawful for any person, without the written consent of the Mayor or Chief of Police, to interfere with or move any traffic control sign, signal or device placed by any department or official for the regulation of traffic or for indicating any point or points along any street; nor shall any person tamper with, deface, destroy or unlawfully remove any such sign or signal.
