Village of Owego, NY Traffic Regulations

Established. The Board of Trustees is hereby authorized to establish the speed at which a vehicle may proceed within the corporate limits of the Village.

Signs required. Whenever speed limits have been established by the Board of Trustees pursuant to Subsection A, said Board shall cause suitable signs to be erected, which signs shall indicate the speed at which vehicles may proceed along the streets and highways of the Village.

Obedience required. When signs have been erected pursuant to Subsection B, it shall be unlawful for any person to drive or operate a vehicle along, over or through the streets of the Village at a rate of speed in excess of the speed posted on such signs.

Thirty miles per hour is hereby established as the maximum speed limit at which vehicles may proceed on or along highways within this Village, except on highways as follows:

(1)

Southside Drive.

(2)

North Avenue between its intersection with Browns Lane and the northerly Village line.

Forty miles per hour is hereby established as the maximum speed limit at which vehicles may proceed within this Village on or along highways as follows:

(1)

Southside Drive.

(2)

North Avenue between its intersection with Browns Lane and the northerly Village line.

Maximum school speed limits at which vehicles may proceed on or along highways in this Village are hereby established as follows:

(1)

Owego Apalachin Middle School. Fifteen miles per hour on Elm Street adjacent to the Owego Apalachin Middle School between a point 300 feet east of the easterly building line and the entrance to Marvin Park.

(2)

Owego Apalachin High School and Elementary School. Fifteen miles per hour on George Street adjacent to the OFA High School and Elementary School between a point 300 feet east of the easterly building of said schools and a point 300 feet west of the westerly building of said schools.

(3)

St. Patrick Parochial School. Twenty miles per hour on Front Street adjacent to the St. Patrick's Parochial School between a point 300 feet east of the east building line of said school and a point 300 feet west of the west building line of said school.

Maximum speed limits at which vehicles may proceed within the boundaries of the Village parks or recreation areas are hereby established as follows:

(1)

Marvin Park. Ten miles per hour upon any of the roads, roadways or streets within the boundaries of Marvin Park.

(2)

Hyde Park. Five miles per hour upon any of the roads, roadways or streets within the boundaries of Hyde Park.

The maximum speed limit at which vehicles may proceed within the boundaries of the Village cemeteries is as follows:

(1)

Ten miles per hour upon any roads, roadways or streets within Evergreen Cemetery.

§ 187-11 No-passing zones.

Designation; signs required. The Board of Trustees shall have the authority to designate public streets and highways within the Village or portions of such streets and highways where the overtaking or passing of vehicles shall be prohibited, and said Board shall cause such streets and highways or portions of such streets and highways to be marked by suitable signs.

Obedience required. Where signs are posted pursuant to Subsection A, it shall be unlawful for any vehicle to overtake or pass another vehicle in disobedience of such signs.

No passing shall be permitted on any street within the Village except upon state or federal highways which have been designated as passing zones. Specifically, the following are general areas in which passing has been heretofore authorized: Route 17; portions of Southside Drive; portions of West Main Street; portions of North Avenue; portions of Front Street; and portions of Upper Fifth Avenue.

§ 187-12 Traffic control signals.

A pretimed three-section, four-face traffic control signal shall be installed, maintained and operated upon the order of the Board of Trustees of the Village of Owego at the following location:

(1)

Main Street and Church Street intersection.

The drivers of motor vehicles and pedestrians approaching such traffic control signal shall comply with the provisions of §§ 1111 and 1113 of the Vehicle and Traffic Law of the State of New York.

§ 187-13 Loading zones.

Except on Sundays and legal holidays, vehicles shall not be parked for any reason other than loading or unloading a burdened vehicle between the hours of 8:00 a.m. and 6:00 p.m., and then for a period of no more than 30 minutes on any of the following designated streets or portions thereof, to wit:

§ 187-14 Fire lane designations.

The following described private roads open to public motor vehicle traffic are hereby (pursuant to § 1640 of the Vehicle and Traffic Law) designated as fire lanes. The parking of any motor vehicle at any time upon the following described fire lane is hereby prohibited:

(1)

Beginning at the intersection of the east line of Lake Street with the property line between the premises of the postal service on the north and the premises of Chase Lincoln First Bank, N.A., on the south; thence easterly along the southerly line of the postal service's premises, which premises is also the north curb of the driveway from the bank's drive-up window, to Lake Street, to a corner in the postal service's southerly line; thence northeasterly along the northerly curb of the drive-up window driveway to a corner; thence continuing easterly along said curb to its end; thence easterly in a straight line through the bank's parking lot to the west line of Church Street at the north edge of the Church Street entrance to the bank's parking lot; thence southerly along the west line of Church Street to the south edge of the Church Street entrance to the bank's parking lot; thence westerly in a straight line through the bank's parking lot, along the north wall of the building in which is located the bank's Owego office and along the south curb of the driveway from the drive-up window to Lake Street, to the east line of Lake Street; thence northerly along the east line of Lake Street to the place of beginning.

(2)

The Church Street driveway of the First Baptist Church and Day Care of Owego, Inc.

(3)

The drive off Main Street between Bern Furniture and Tioga Theater.

The following described Village roads or roadways are hereby designated as fire lanes. The parking of any motor vehicle at any time upon the following described fire lanes is hereby prohibited:

(1)

The entire length of Ross Street Extension from its intersection with the south boundary of Front Street to the Susquehanna River.

(2)

The entire length of William Street Extension from its intersection with the south boundary line of River Street to the Susquehanna River.

§ 187-15 One-way roadways.

Pursuant to § 1640(a)4 of the Vehicle and Traffic Law, the Board of Trustees is hereby authorized to designate public streets and highways in which vehicles shall pass in one direction only and the time such restriction shall take effect and shall cause such streets and highways to be marked by suitable signs during the hours in which such designation is observed.

It shall be unlawful for any person to pass, drive or operate any vehicle along, over or through any such street or highway in a direction opposite or contrary to the direction designated.

§ 187-16 Designation of one-way roadways.

The following streets, alleyways, lanes or avenues are hereby designated for one-way traffic in a northerly direction:

§ 187-19 Designation of through streets.

Authority. The Board of Trustees may, at such times as it deems advisable, designate streets, avenues or roads in the Village or parts thereof as through streets.

Signs required. Conspicuous signs or signals shall be displayed at all points where through streets have been established.

§ 187-20 Designation of stop intersections.

The following intersections are hereby designated as stop intersections, and stop signs shall be erected on the corner thereof as indicated. Sign locations are designated by reference to the direction traffic is flowing as it travels the street upon which the sign is located toward the street named in the first column.

§ 187-21 Yield signs.

The Board of Trustees may, at such times as it deems advisable, authorize the placing of yield signs at any intersection of streets or highways, and the erection or placing of such yield signs shall be presumptive evidence that such signs were erected and placed at the direction of the Board of Trustees.

§ 187-22 Designation of yield intersections.

The following intersections are hereby designated as yield intersections, and yield signs shall be erected on the entrances thereto as indicated. Sign locations are designated by reference to the direction traffic is flowing as it travels the street upon which the sign is located in the direction of the street named in the first column.

§ 187-23 Certain trucks restricted to state highways; exceptions.

Trucks, commercial vehicles (other than buses) and tractor-trailer combinations weighing over 10,000 pounds shall be permitted to travel upon and over or otherwise use only the state highways (Routes 17, 17c, 434 and 96) in the Village of Owego.

The regulations established in Subsection A shall not be construed to prevent the local delivery or pickup of merchandise or other property along the highways from which such vehicles and combinations are otherwise excluded, provided that such pickup and/or delivery is on said street or the use of said street is the most direct route from a state highway to the point of pickup and/or delivery.
