For the purpose of this chapter, the Village is hereby divided into the following types of districts:

The districts established in § 195-41 are shown, defined and bounded on a map entitled "Zoning Map, Village of Owego," adopted July 8, 1957, and certified by the Village Clerk-Treasurer, which map is on file in the office of the Village Clerk-Treasurer and which, with all explanatory matter thereon, is hereby made a part of this chapter.
Except as hereinafter provided:
A. 
No building or land shall hereafter be used or occupied and no building or part thereof shall be erected, moved or altered unless in conformity with the regulations herein specified for the district in which it is located.
B. 
No part of a yard or other open space required about any building for the purpose of complying with the provisions of this chapter shall be included as a part of a yard or other open space similarly required for another building.
Where uncertainty exists with respect to the boundaries of the various districts as shown on the Zoning Map,[1] the following rules shall apply:
A. 
Where district boundaries are so indicated that they approximately follow the lot lines, such lot lines shall be construed to be said boundaries.
B. 
Where district boundaries are indicated as approximately following the center lines of streets or highways, street lines or highway right-of-way lines, such center lines, street lines or highway right-of-way lines shall be construed to be such boundaries.
C. 
Where district boundaries are so indicated that they are approximately parallel to the center lines of street lines of streets or the center lines of right-of-way lines of highways, such district boundaries shall be construed as being parallel thereto and at such distance therefrom as indicated on the Zoning Map. If no distance is given, such dimension shall be determined by the use of the scale shown on said Zoning Map.
D. 
Where uncertainty exists in determining the precise location of any district boundary line, the Board of Appeals shall interpret the intent and purpose of the Zoning Map.

Where a district boundary line divides a lot in single or joint ownership of record at the time such boundary line is established, the regulations for the less-restricted portion of such lot shall extend not more than 30 feet into the more-restricted portion, provided that the lot has frontage on a street or highway in the less-restricted portion.
