This article is adopted pursuant to the authority of Municipal Home Rule Law § 10 and shall be known as "Creating Rules and Regulations for the Village of Perry Village Park."
The purpose of this article is to regulate the use of the Village Park of the Village of Perry to ensure the health, safety and general welfare of the Village of Perry residents, guests and visitors.
A. 
Park hours. Park hours shall be 6:00 a.m. to 11:00 p.m. year round. No unauthorized person shall for any reason enter the park prior to 6:00 a.m. or remain within the park after 11:00 p.m.
B. 
Park speed limit and parking. No person shall drive or cause to be driven along or over any road within the park any motor vehicle, snowmobile or other apparatus at a speed in excess of 15 miles per hour or in a manner which endangers the life or limb of any person. No person shall park any vehicle in any place where a sign prohibiting parking has been erected or in any area other than that designated and posted as a parking area.
C. 
Direction of travel. All travel within the park shall be in a counterclockwise direction.
D. 
Courts. Improper use of the tennis and basketball courts shall be strictly enforced. No skateboards, roller blades or bicycles are allowed on the tennis and basketball courts at any time. No person shall cause chalk, markers or any other writing tools to be used on the tennis and basketball courts.
E. 
Firearms. No unauthorized person shall take or otherwise transport any firearms, air guns, BB guns, paintball guns, slingshots, fireworks, firecrackers, torpedoes, explosives, swords, knives, or bows and arrows in the park. Violators will be prosecuted.
F. 
Fires. It is unlawful to build any fires in the park except in grills and/or fireplaces that are specifically designed and set aside for such purpose, nor shall any lighted matches, cigarettes, cigars or burning tobacco be deposited or left where a likelihood of fire may exist. Campfires are strictly prohibited.
G. 
Fences. Climbing on any park fence is strictly prohibited.
H. 
Garbage; carry-in-carry-out policy. Everything visitors bring into the park they are required to take out of the park. Littering of any kind is strictly prohibited. If pavilions and grounds are not left in a reasonably clean condition, future reservation privileges may be revoked.
I. 
Pavilions. All pavilions are open to the public unless prior reservation has been made with the Village. To reserve a pavilion, please contact the Village Hall at 585-237-2216. Pavilions are for picnics. No skateboards, roller blades or bicycles are allowed.
J. 
Pets. No owner or person harboring any pet shall permit or allow such pet to run at large in the park, unless such pet is effectively restrained by a leash and accompanied by its owner or appropriate person able to control the animal. Any person with a dog or other pet in his or her possession in the park shall be responsible for both the conduct of the animal and for removal from the park of feces deposited by such animal. The person with the dog or other pet must have in his or her possession the equipment required for feces removal. Bags are available at pet station locations; if empty, it is still the owner's responsibility for feces removal. Pets are not permitted in the playground area.
K. 
Playground equipment. Equipment is open to all children unless age restriction limits are posted. All equipment shall be used in the manner for which it was originally intended.
L. 
Preservation of property. No person shall injure, deface, disturb, mutilate or befoul any part of the park or any of the buildings, pavilions, signs, equipment, lighting system or other property found therein or remove, injure, peel, cut or destroy any trees, plants, flowers, shrubs, fauna or flora.
M. 
Swimming/fishing. It is unlawful for any person to swim or bathe in the pond located in the park. Fishing is allowed with a child during regular park hours.
N. 
General conduct. No person shall engage in any conduct which is disorderly, unruly or offensive to such a degree that the same shall constitute an offense under the Penal Law of the State of New York and/or in a manner that interferes with the reasonable use of the park by the general public.
O. 
Glass containers. All glass beverage bottles and/or containers are strictly prohibited anywhere within the park limits.

P. 
Golf. No person shall engage in the sport of golf in or on any portion of park property. This includes, but is not limited to, the swinging of golf clubs, chipping, driving or putting of golf balls, and the like. Golf balls or any other types of ball (i.e., Wiffle ball) are prohibited for this use.

Upon conviction, a violation of this article shall be punishable by a fine not exceeding $250 for each and every such offense, or imprisonment for a period not to exceed 15 days, or both.
