A. 
Pursuant to the authority granted in § 1640-a of the Vehicle and Traffic Law, the Village Board of Trustees may enact all such parking regulations affecting private property, such as but not limited to private apartment and condominium complexes, shopping centers, hospitals, churches, and other places of public assembly as more specifically enumerated in § 1640-a of the Vehicle and Traffic Law, as same may be amended, pursuant to the written request of either the private property owner, the person in general charge of the operation and control of such private area, the Fire Chief of the Fire Department of the Village of Pleasantville or the Police Chief of the Police Department of the Village of Pleasantville.

All traffic signs and traffic control devices shall be installed by the Village of Pleasantville following the adoption of such regulations. Such signage, markings and traffic control signals shall conform to accepted standards as set forth in the New York State Manual of Uniform Traffic Control Devices and the National Fire Protection Association. All traffic signage shall be effective upon the installation of signs, markings and/or traffic control devices installed.
It shall be the duty of the police officers, acting in accordance with procedures established by the Chief of Police, to enter upon such private property to enforce the traffic regulations contained in this chapter. Such enforcement shall include the issuance of appearance tickets pursuant to authorities set forth in § 150-20(1) of the Criminal Procedure Law and § 10(4)(a) of the Municipal Home Rule Law.
Any person violating any regulations adopted by the Village shall be subject to penalties provided in Article VI of this chapter.
The Village Board acknowledges written receipt of a request by the Church of the Holy Innocents, a not-for-profit corporation, requesting adoption of traffic regulations and enforcement of those regulations on its property at the parking lot known as the Tompkins Avenue Parking Lot, in the Village of Pleasantville, and promulgates traffic regulations for the Tompkins Avenue Parking Lot as specified in Article VII of this chapter pursuant to that request.
