The rationale for creating this post is the desire of the Mayor and Board of Trustees to continue their practice of making use of the background and knowledge of Board members and extending that practice into the area of development. With the adoption of the form-based Zoning Code in 2020, the Village is experiencing significant development interest and ensuing applications for land use approvals for large-scale mixed residential/commercial use. In addition, some development interest and/or applications have included proposed transactions involving Village real property for assemblage purposes. As development projects in the Village move steadily toward fruition and numerous other projects proceed through the approval process, it is more than ever desirable that a member of the Board of Trustees with skills and experience be specifically designated to work with the Mayor to act as Development Coordinator and be a single point of contact on behalf of the full Board on development matters. The Development Coordinator shall be designated by the Board to serve in such capacity at its pleasure, and will assume this responsibility at no cost to the Village. The duties of Development Coordinator shall not reduce the powers and responsibilities of the Mayor and Board of Trustees.
The Board of Trustees hereby creates the post of the Development Coordinator.
The duties of the Development Coordinator shall be as prescribed hereafter.
A. 
The Village Clerk shall, upon receipt, notify the Mayor and Development Coordinator of any application, petition or request to be referred to the Board relative to its authority pursuant to Article 15 of the General Municipal Law and Chapters 90 and 345 of the Village Code or the acquisition, sale, lease or transfer of Village property.
B. 
Upon request of the Mayor or Development Coordinator, the Village Clerk shall provide such application data as may be requested be either of them. The Mayor and Development Coordinator shall have a reasonable opportunity to prescreen documents, reviews, proposals, applications and reports and to brief the Board prior to public hearings or at such other times as they deem it desirable and to report to the Board of Trustees regarding any matter herein provided for their review.
C. 
The Mayor and Development Coordinator shall act as liaison for the Board of Trustees with the Planning Commission regarding implementation of Board policy concerning Chapters 90 and 345 of the Village Code.
D. 
The Mayor and Development Coordinator shall attend meetings on behalf of the Board of Trustees with prospective applicants for land use approvals or with applicants for land use approvals pertaining to any action required or requested from the Board.
The delegation of duties herein set forth shall not have any effect upon the powers and duties of the Village Manager or of any other employee of the Village, nor shall such delegation, in any manner, abolish, transfer or curtail any power of any elected or appointed officer or the Board of Trustees itself.
