[HISTORY: Adopted by the Village Board of the Village of Port Chester 9-13-1976 as L.L. No. 5-1976. Amendments noted where applicable.]
A. 
There shall be a commission for economic development in the Village of Port Chester, New York, for the purpose of:
(1) 
Finding ways and means to attract businesses to the village.
(2) 
Attempting to create jobs in the private sector and seeking job opportunities for citizens of the village.
(3) 
Encouraging and assisting individuals to open up businesses in the village.
(4) 
Acting as a liaison between the Board of Trustees, general public, Chamber of Commerce, union locals and other business labor groups.
(5) 
Maintaining liaison with the Secretary and Department of State, pursuant to Article 6-A of the Executive Law, entitled "Services to Localities," and to avail the Village of Port Chester of the services and benefits set forth in Article 6-A of the Executive Law.
(6) 
Maintaining liaison with the Industrial Development Agency of the Village of Port Chester.
(7) 
Maintaining liaison with the Commissioner and the Department of State, pursuant to the provisions of Article 4 of the Commerce Law, and cooperating with said agencies for the purpose of promoting coordination as to economic development and other benefits set forth in said Article 4 of the Commerce Law.
B. 
The Commission shall be known as the "Economic Development Commission."
A. 
The Economic Development Commission shall be comprised of seven members appointed by the Board of Trustees, who shall meet monthly or whenever a meeting is called by the Board of Trustees, Chairman of the Commission or any two Commission members petitioning the Commission for a meeting.
B. 
The composition of the Commission shall attempt to reflect representation from:
(1) 
The business and industrial sector.
(2) 
The laboring section, unions and labor organizations.
(3) 
Ordinary citizens not necessarily directly connected with either labor or business interests.
A. 
The terms of members shall be three years, except that the original appointments shall be made as follows: two members for one year, two members for two years and three members for three years. A term shall commence May 1 and terminate April 30 three years later.
B. 
The Chairman shall be elected by the Commission members annually at a reorganization meeting to be held at the annual May meeting or as shortly thereafter as possible.
A. 
The Commission may make recommendations to the Board of Trustees for the purposes of initiating and amending legislation benefiting or encouraging the improvement of the economy.
B. 
The Board of Trustees may refer applications, requests and actions which affect business and economic development to the Commission for its study and recommendations.
C. 
The Planning Commission shall forward copies of its minutes and recommendations to the Commission on all nonresidential applications.
D. 
The Commission shall upon request of the Board of Trustees, investigate and explore activities of county, state and federal organizations concerned with economic development.
