This organization shall be known as the "Commission on Recreation."
This new chapter, effective the date of passage, shall supersede a Village
Board resolution dated May 28, 1917.
The purposes of this organization are as follows:
A.
To promote the recreation programs in the Village of
Port Chester by acting in an advisory capacity to the Village Board of Trustees
and by serving as liaison between the Board of Trustees, the Recreation Superintendent
and the Port Chester community on programs, areas, facilities, public relations
and other matters pertaining to recreation.
B.
To recommend, through the Recreation Superintendent,
to the Village Board programs, actions or activities to be undertaken by the
Board, Commission or Recreation Department to foster community interest in
recreation programs.
C.
To make any recreation studies as the Commission or the
Board of Trustees deems necessary for the purpose of reporting to the Board
on recreation matters.
D.
To appraise the use of village parks along with the Port
Chester Parks Commission for the purpose of developing recommendations to
the Village Board of Trustees as to their use for recreation purposes or for
unprogrammed open space.
E.
To hold public meetings and, with prior approval of the
Village Board, such other conferences and meetings as may be deemed advisable.
F.
To make such other studies and take other actions as
may be directed from time to time by the Village Board of Trustees.
A.
The Commission shall consist of nine members, to be appointed
by and be accountable to the Village Board of Trustees. There shall also be
one alternate member who shall attend all meetings of the Recreation Commission
and shall sit as a member when one of the regular members is absent or is
otherwise unable to serve. The Superintendent of Parks and Recreation shall
serve as advisor to the Commission. Commission members shall serve without
compensation and shall be residents of the Village of Port Chester.

B.
All appointments shall be for three years. Vacancies
shall be filled promptly by the Board of Trustees for any unexpired term.
C.
All Recreation Commission members currently serving as
of the date of passage of this chapter shall continue in office with no change
in the current expiration date of their appointment.
A.
The officers of the Commission shall be: a Chairman,
elected annually from among its own members, and a Vice Chairman, appointed
by the Chairman from among the members of the Commission. The Commission shall
keep minutes of its proceedings, showing the vote of each member upon each
question and also keep records of any other official actions.
B.
The Chairman shall serve for one year and shall not serve
any more than three consecutive terms as Chairman. He shall preside at all
meetings, appoint subcommittees and shall serve as the fiscal officer to receive
and disburse such funds as may come into the hands of the Commission and account
for such funds in an appropriate manner.
C.
No later than March 15 of each year, the Chairman shall
report to the Village Board of Trustees on the work of the Commission during
the preceding year.
D.
The Vice Chairman shall perform the duties and shall
have the responsibilities of the Chairman when for any reason the Chairman
is absent.
