Except as may be otherwise provided by intermunicipal
agreement, the legislative intent and purpose of this chapter is to
establish a Port Chester Youth Bureau ("youth" shall mean any person
under 21 years of age) to put into effect a Comprehensive Youth Services
Plan for the provision of a Board and coordinated range of services
aimed at preventing juvenile delinquency and improving the welfare
of all youth of the village; to encourage, supplement and aid in the
planning and coordinating of the activities of public, private and
voluntary agencies, as well as religious and social organizations
for the prevention of delinquency and youth crime; to advance the
moral, physical, mental and social well-being of all of the youth
of this village; and to encourage the increase in such activities
through the provision of staff assistance and financial aid as provided
by relevant law and regulations, including the Guidelines and Information
for Comprehensive Youth Services Planning of the New York State Division
for Youth and §§ 419 and 420, Article 19-A of the New
York State Executive Law, as amended.
The Port Chester Village Youth Bureau is hereby
constituted a department within the Village of Port Chester and is
subject to provisions of Local Law No. 1 of 1975.[1]

The Village Manager shall appoint a paid full-time
Executive Director of the Youth Bureau, subject to confirmation by
the Board of Trustees, who shall be a person qualified by a minimum
of five years of training and experience in the field of youth services,
to administer and supervise the Youth Bureau in the discharge of the
powers and duties granted thereto. It shall be the duty of the Executive
Director to direct and administer the Youth Bureau and to faithfully
carry out and enforce all provisions of state and local law applicable
to his position and also all valid requirements of the Village Manager
and the Port Chester Youth Board. The Youth Bureau shall have a Youth
Board.
The powers and duties of the Executive Director
shall be to:
A.
Administer all funds appropriated for the Youth Bureau
as well as all moneys received by way of grants which are specifically
allocated to the Youth Bureau.
B.
Cooperate with all persons, associations, agencies
and corporations which provide programs, services and/or facilities
for youth services.
C.
Recommend to the Village Manager and, through the Village Manager, to the Board of Trustees plans for the creation and support of recreation projects and youth service projects and other appropriate programs to carry out the purposes set forth in § 119-1 of this chapter.
D.
Assist in the planning, development and conduct of
programs of an informational and educational nature for the general
public and for specific groups within the village, either through
the Youth Bureau or in cooperation with other agencies and organizations,
for the purpose of preventing juvenile delinquency, improving the
welfare of youth and furthering youth development.
E.
Carry out such other duties as shall be assigned to
him by the Village Manager.

The Youth Board shall consist of no more than 12 members. Up
to two members shall be between the age of 15 and 21 years old, two
members shall be members of the Board of Trustees, with all other
members representing stakeholders in the community. Village residents
shall be given preference in appointment. All nonelected members shall
be appointed and serve at the pleasure of the Board of Trustees.
The powers, duties and responsibilities of the
Youth Board shall be to:
A.
After consultation with the Executive Director, develop
and recommend effective policies, programs and projects for the prevention
and control of juvenile delinquency and youth crime and to further
youth development.
B.
Act as liaison between the executive, administrative
and other policy level bodies throughout the village in respect to
the solution of youth problems and/or the enactment of youth programs.
C.
Encourage closer cooperation between employers, labor,
schools, churches and synagogues, recreation commissions, state and
local employment programs, service clubs and other public, private
and voluntary agencies so as to stimulate employment for youth and
encourage sound youth programs on the basis of community planning.
D.
Review and analyze grants from the state, federal
or county governments or from private individuals, corporations and
associations and establish criteria for allocation of these funds
to youth programs.
E.
In cooperation with the Youth Board's Executive Director,
review and analyze and recommend plans for the creation or expansion
of recreation and youth service projects or other youth programs,
as defined by the laws of the State of New York, and make recommendations
to the Village Manager.
F.
Receive, review and analyze statistical records and
data including those that reflect the incidence and trends of delinquency
and youth crimes and offenses in the county; make necessary studies
and recommendations for the needs of youth residing in the village.
G.
Appoint such advisory groups and committees as may
be necessary to carry out its powers, duties and responsibilities.
H.
Submit an annual report to the Mayor and Board of
Trustees.
I.
Perform such other duties as may be assigned by the
Village Manager, Mayor and Board of Trustees.
