No person shall engage in the business of towing cars within the village without first obtaining a license therefor.

The license fee, payable annually, shall be as set forth in Chapter 175, Fees. The expiration of such licenses shall be as provided in § 206-4.
Each applicant hereunder, in addition to the information required under provisions of § 206-2, shall file with the Village Clerk a schedule of his maximum charges for towing and storing disabled motor vehicles. Such charges shall be uniform and shall be based upon the distance disabled vehicles are towed and the size or weight of such vehicles.
The following rules are to be observed by each licensee hereunder:
A. 
The name and address of the licensee shall be clearly inscribed upon the sides of each towing car operated by him.
B. 
No licensee shall solicit or permit solicitation on any street in the village for towing work.
C. 
No licensee shall tow any vehicle from the scene of an accident without consent of the owner thereof or of the police officer at the scene of the accident.
D. 
Unless otherwise occupied or disabled, every towing car of a licensee shall be held available for use by any person making a request therefor who is ready, willing and able to pay the towing charges as filed with the Village Clerk under provision of § 206-30 hereof.
