The purpose of this chapter is to require that the principal building or buildings on each lot in the Village of Port Chester have and display a designated number which shall be clear and visible from the public street, or, in the case of a corner lot, from one of the public streets; to provide for the designation of numbers by the Port Chester Building Department for improved and unimproved lots; to ratify and affirm existing numbers to the extent possible, subject to the need for an orderly numbering system within the village; all to assist the general public, the village and other municipal agencies to locate individual properties and to enable them to respond to emergencies and for other purposes which are hereby determined to be for the health and welfare of the village.
A. 
It shall be the duty of every person responsible for and of every owner, manager, lessee, occupant of an improved property located in the Village of Port Chester to display a street number of at least three inches in height which shall be so placed as to be visible from a public street, and it shall not be obstructed by trees, shrubbery or other object or structure. Wherever practical, the numbers shall be placed near a light or other source of illumination.
B. 
In the event the improved property does not have an assigned number, an application or request for the same shall be made to the Port Chester Building Department, which shall assign a number. In addition, if at any time the Building Department shall determine that, by reason of conflict in the numbers being used from improper sequence of numbers, confusion does or may exist, then the Building Department shall have the power to require an owner to post a number assigned by the Department in the place and stead of that being used by the owner, occupant or person responsible for the property. This shall not be construed to require consecutive numbers, only sequential are required.
C. 
To require a change of number, the Building Department shall send a notice including the new number to the owner and/or occupant at the address shown on the latest completed assessment roll by certified mail, and such owner and/or occupant shall have 10 days to post the new numbers.
D. 
Numbers may be posted or painted on the lot, on the buildings, on a post or pole or on a mailbox or painted on a curb. All such numbers shall be maintained in good condition and shall be legible and visible at all times.
E. 
The numbering system presently obtaining in the Village of Port Chester is that even numbers are on one side of the street and odd numbers on the on the opposite side. On corner lots, the number conforms to the numbering system on the street from which it is visible. This system shall be maintained.
A. 
The Building Department and Police Department shall be responsible for enforcement of the numbering system and requirement to display numbers on the principal buildings of improved lots.
B. 
In the event that an enforcing officer shall determine that a building number is not displayed or is not displayed in conformity with this chapter, the notice to correct shall be delivered to a person on the premises or mailed to the owner of the premises at the address shown on the latest assessment roll and/or to the person or corporation in charge of or occupying the premises at such address.
C. 
On receipt of the notice, the person or corporation to whom the notice is addressed shall promptly and correctly post the number.
D. 
Failure to post the same in the time and manner required by this chapter shall be a violation and shall subject the violator of a fine not to exceed $250. Each day's violation shall be a separate violation.
E. 
The Building Department and Police Department are authorized to commence proceedings either by appearance ticket or information.
