Traffic control signals shall be installed, maintained and operated at the intersections and locations described in Schedule I (§ 319-62).
Pedestrian-control (walk and don't walk) signals shall be installed at the locations described in Schedule II (§ 319-63), in accordance with the provisions of § 1112 of the Vehicle and Traffic Law.
In accordance with the provisions of § 1111(d)2 of the Vehicle and Traffic Law, no person shall make a right turn on a steady red signal at the locations designated in Schedule III (§ 319-64).
The streets or highways, or parts thereof, described in Schedule IV (§ 319-65) are hereby designated as one-way streets.
The turning of vehicles is hereby prohibited as indicated at the intersections and locations described in Schedule V (§ 319-66) during the hours designated in said schedule.
The turning of vehicles so as to proceed in the opposite direction (otherwise known as a "U-turn") is hereby prohibited in the locations described in Schedule VI (§ 319-67).
The streets or parts of streets described in Schedule VII (§ 319-68) are hereby designated as through streets, and stop signs shall be erected at entrances thereto.
The intersections described in Schedule VIII (§ 319-69) are hereby designated as stop intersections, and stop signs shall be erected as indicated.
The intersections described in Schedule IX (§ 319-70) are hereby designated as yield intersections, and yield signs shall be erected as indicated.
Flashing red (stop) and flashing amber (caution) signals shall be installed at the intersections described in Schedule X (§ 319-71).
A. 
Speed limits.
(1) 
Thirty miles per hour is hereby established as the maximum speed at which vehicles may proceed on or along streets and highways within the Village, except that the speed limit for vehicles proceeding on or along those streets or parts of streets described in Schedule XI (§ 319-72) shall be as indicated in said schedule and except that the maximum speed limit for certain streets which are a part of the state highway system shall be as established by the State Department of Transportation.
(2) 
School speed limits. Maximum speed limits at which vehicles may proceed along highways and streets or parts thereof adjacent to school buildings within the Village are hereby established as described in Schedule XII (§ 319-73) during the hours indicated.
B. 
Signs and penalties.

(1) 
No driver of any motor vehicle or motorcycle shall drive or operate such vehicle in or upon any highway of the Village of Port Chester, New York, at a rate of speed in excess of 30 miles per hour, except that where official signs are posted indicating a greater or lesser speed, the speed shall not exceed the rate so posted.
(2) 
The violation of the preceding Subsection B(1) shall be punishable by a fine not exceeding $100 or by imprisonment for not exceeding 30 days, or by both such fine and imprisonment, for a conviction of a first offense; by a fine of not more than $200 or by imprisonment for not exceeding 90 days, or by both such fine and imprisonment, for a conviction of a second offense committed within a period of 18 months; by a fine of not more than $500 or by imprisonment for not exceeding 180 days, or by both such fine and imprisonment, for a conviction of a third or subsequent offense committed within a period of 18 months.
