Pursuant to Article 12-D, § 239-o, of the General Municipal Law, this Council does hereby create a Commission on Human Rights to function in accordance with law within the City of Port Jervis.

Said Commission shall be comprised of seven members to be appointed by the Mayor of the City of Port Jervis, subject to the approval of the Common Council, to serve for a term of two years, with any vacancies occurring upon the Commission either by death, disability or resignation to be filled by the appointment of the Mayor of the City of Port Jervis, subject to the approval of the Common Council, for the unexpired term.

Three memberships on the Commission shall be appointed from the clergy of the various religious faiths and denominations within the City of Port Jervis.
The Chairman of said Commission shall be appointed from the members of the same by the Mayor, subject to the approval of the Common Council.
The Commission on Human Rights herein and hereby created shall have the powers, perform the functions and bear the responsibilities enumerated in said Article 12-D, §§ 239-o, 239-p, 239-q and 239-r, of the General Municipal Law.
