The Common Council of the City of Port Jervis has assessed the needs
of the various departments, as specified in the Charter of the City of Port
Jervis, and has determined that the highest degree of efficiency can be maintained
by specifying the authority of each department head, as that term is defined
by the City Charter, to promulgate rules of procedure to govern the day-to-day
operation of his respective department.
The various department heads are hereby authorized to promulgate rules
of procedure governing the conduct of personnel within the respective departments,
such rules of procedure to be in writing, a copy of which shall be delivered
to each employee of the respective department for which rules have been promulgated
and a copy to be filed in the office of the City Clerk-Treasurer.
Nothing contained in this article shall alter or diminish the right
of the Common Council and the Mayor of the City of Port Jervis to promulgate
additional rules and regulations for the various department heads and personnel,
nor shall anything contained in this article restrict the right of the Mayor
of the City of Port Jervis to alter, at his discretion, any rule adopted by
a respective department head.
