The provisions of this article shall apply except
when it is necessary to stop a vehicle to avoid conflict with other
traffic or in compliance with the directions of a police officer or
official traffic control device.
Wherever a space shall be marked off for the
parking of an individual vehicle on any street, highway, public parking
lot or private parking lot that is open to the general public, every
vehicle there parked shall be parked within the lines or markings
bounding such space.
When signs, markings or other devices are erected
giving notice thereof, it shall be unlawful for any person to stop,
stand or park a motor vehicle upon streets or parts of streets so
designated by such signs, markings or other devices.

The stopping, standing or parking of vehicles in the locations described in Schedule P (§ 505-54) is hereby restricted as follows:
A.
In locations designated as "no stopping," the stopping of vehicles is hereby prohibited at all times or during the hours or time periods indicated, if any. The fine for violating § 505-26A shall be $40.

B.
In locations designated as "no standing," the standing of vehicles is hereby prohibited at all times or during the hours or time periods indicated, if any. The fine for violating § 505-26B shall be $40.

C.
In locations designated as "no parking," the parking of vehicles is prohibited at all times or during the hours or time periods indicated, if any. The fine for violating § 505-26C shall be $40.

D.
In locations designated as "limited parking," the parking of vehicles is hereby prohibited for a longer period of time than that specified during the hours or time periods indicated, if any. The fine for violating § 505-26D shall be $40.

E.
In locations designated as "no parking -- commercial," the parking of commercial vehicles is prohibited at all times or during the hours or time periods indicated, if any. The fine for violating § 505-26E shall be $40.

F.
In locations designated as "loading zones," the standing or parking of vehicles, except for the express purpose of loading or unloading merchandise and goods, is hereby prohibited. The fine for violating § 505-26F shall be $40.

G.
In locations designated as "taxi stands," the standing or parking of vehicles other than taxis is hereby prohibited. Taxis using such stands shall not be left unattended and shall be subject to all other vehicle and traffic regulations of the City. The fine for violating § 505-26G shall be $40.

H.
In locations designated as "bus stops," the standing or parking of vehicles other than buses is hereby prohibited. The fine for violating § 505-26H shall be $40.

I.
In locations designated for "angle parking," vehicles
shall be parked only at the angle designated.
J.
Handicapped parking. In locations of any parking area
which is designated for "Handicapped Parking," "Parking for Handicapped
Only" or the like, the parking or standing of vehicles is prohibited
at all times unless the proper permit or registration as set forth
in § 1203-c, Subdivision 4, of the New York State Vehicle
and Traffic Law has been obtained and is properly displayed. Any person
who parks in spaces clearly marked for use by the handicapped in accordance
with said § 1203-c without said permit or registration shall
be subject to a fine of not less than $65 nor more than $90 for the
first offense and $90 to $165 for the second (or repeated offenses
thereafter) occurring within a period of two years within the City
of Port Jervis.

K.
In locations on the roadway side of any vehicle stopped, standing or parked at the edge of a curb or street, as set forth in § 1202(a)1a of the New York State Vehicle and Traffic Law. The fine for violating § 505-26K shall be $65.

L.
In locations on a sidewalk, as set forth in § 1202(a)1b of the New York State Vehicle and Traffic Law. The fine for violating § 505-26L shall be $65.

M.
In locations on a crosswalk, as set forth in § 1202(a)1d of the New York State Vehicle and Traffic Law. The fine for violating § 505-26M shall be $65.

N.
In locations in front of a public or private driveway, as set forth in § 1202(a)2a of the New York State Vehicle and Traffic Law. The fine for violating § 505-26N shall be $65.

O.
In locations within 20 feet of the driveway entrance to any fire station and, when on the side of the street opposite to the entrance of any fire station, within 75 feet of said entrance, when properly signposted, unless a different distance is indicated by official signs, markings or parking meters as set forth in § 1202(a)2d of the New York State Vehicle and Traffic Law, respectively. The fine for violating § 505-26O shall be $65.

P.
In locations within 15 feet of a fire hydrant, except when such vehicle is attended by a licensed operator or chauffeur who is seated in the front seat and who can immediately move such vehicle in case of emergency, unless a different distance is indicated by official signs, markings or parking meters, as set forth in § 1202(a)3b of the New York State Vehicle and Traffic Law. The fine for violating § 505-26P shall be $65.

Q.
In locations on the left-hand side curb of a two-way street as set forth in § 1203(a) of the New York State Vehicle and Traffic Law. The fine for violating § 505-26Q shall be $40.

R.
No person shall park, stop or stand a vehicle which fails to display the proper, valid license plates, as required by § 402 of the New York State Vehicle and Traffic Law. The fine for violating § 505-26R shall be $40.

S.
No person shall park, stop or stand a vehicle which fails to display the proper, valid registration sticker, as required by § 403, Subdivision 1, of the New York State Vehicle and Traffic Law. The fine for violating § 505-26S shall be $65.

T.
No person shall park, stop or stand a vehicle in such manner as to unreasonably interfere with the removal of snow. The fine for violating § 505-26T shall be $40.

U.
No person shall park, stop or stand a vehicle which fails to display a current New York State inspection sticker, as required by § 301 of the New York State Vehicle and Traffic Law. The fine for violating § 505-26U, when the displayed inspection sticker is less than 60 days past due, shall be $40. The fine for violating § 505-26U, when the displayed inspection sticker is more than 60 days past due, shall be $65.

Truck tractors, truck cabs and/or tractor-trailer body combinations, whether separate or combined, in excess of 22 feet shall be prohibited from parking on City streets, in City parking lots, or on City owned property. Vehicles parked in violation of this section shall be subject to the removal and storage provisions of §§ 505-33 through 505-35 of this chapter.
